The FS1 event occurred June 12 during plant restart operations. Flaring occurred until sufficient gas was brought into the plant to load up the compressors. Flaring occurred from 20:00 to 22:06 (126 minutes), total volume flared was 3499 MSCF. GC1 flared from 20:19 to 22:30 (131 minutes) on June 11. The flaring occurred when the Annex shut down due to a C -bank level transmitter failure. Total volume flared was 1365 MSCF. On June 11 GC2 flared for 18 minutes. However, the flared volume exceeded 5000 MSCF. This event occurred when both LPS turbine /compressors tripped to minimum during a process automation upset. The machines had to be manually reloaded to end the flaring event. Total volume flared was 6875 MSCF. If you require additional information, please don't hesitate to call me. Hal Tucker, GPB Prod Optimization Team Leader This is a follow up report on the flaring and venting that took place at the Central Gas Facility (CGF) during a planned maintenance event. The original email is attached for your reference. CGF completed their planned maintenance activity to replace a 48" and a 60" valve on June 19. As part of the depressurization and safe -out of the portion of the plant being worked on, several machines were taken down and de- pressured to 0 psi. For the duration of the maintenance activity, a double block and bleed was set up as part of the safe out for worker protection. The bleed was open to atmosphere continuously until approximately 06:00 on June 19 when the bleed line was closed during the safe in process. Four days into the event, additional work was performed on several valves that were part of the safe out. This resulted in vented gas volumes being reduced from approximately 1000 MSCFD to 300 MSCFD. The following summary is for flaring and venting relating to the planned event, only. Other flaring that occurred during this event, but was not related to it, has been reported separately if it exceeded one hour in duration, or 5000 MSCF in volume. If the events unrelated to the planned maintenance did not meet either the one hour or the 5000 MSCF thresholds, they will be reported separately on the monthly gas disposition report. 6/8 depressure for safe out, flare duration 11 hours intermittent, volume 3767 MSCF 6/8 INITIATE double block and bleed for worker protection, vent to atmosphere, duration 9 hours, volume 333 MSCF 6/9 double block and bleed, vent to atmosphere, duration 24 hours, volume 1000 MSCF 6/10 double block and bleed, vent to atmosphere, duration 24 hours, volume 1000 MSCF 6/11 double block and bleed, vent to atmosphere, duration 24 hours, volume 1000 MSCF 6/11 depressure LTS3 for repairs, flare duration 22 minutes, volume 675 MSCF 6/12 double block and bleed, vent to atmosphere, duration 24 hours, volume 1000 MSCF 6/12 complete depressure of LTS3 for repairs, flare duration 85 minutes, volume 1575 MSCF 6/13 double block and bleed, vent to atmosphere, duration 24 hours, volume 300 MSCF 6/14 double block and bleed, vent to atmosphere, duration 24 hours, volume 300 MSCF 6/14 depressure turbine compressor 1855 to 180 psi for repairs, flare 1 of 3 6/25/2007 8:30 AM duration 6 minutes, volume 328 MSCF 6/15 double block and bleed, vent to atmosphere, duration 24 hours, volume 300 MSCF 6/15 complete depressure of turbine compressor 1855 to 0 psi for repairs, flare duration 5 minutes, volume 59 MSCF 6/16 double block and bleed, vent to atmosphere, duration 24 hours, volume 300 MSCF 6/17 double block and bleed, vent to atmosphere, duration 24 hours, volume 300 MSCF 6/18 double block and bleed, vent to atmosphere, duration 24 hours, volume 300 MSCF 6/19 depressure of booster 1857 to 0 psi for new valve installation, flare duration 60 minutes, volume 700 MSCF 6/19 END double block and bleed during safe in process at approximately 06:00, vent to atmosphere, duration 6 hours, volume 75 MSCF - EVENT ENDED Total duration of the planned event 11 days and 3 hours; total volume flared, 7104 MSCF; total volume vented 6208 MSCF. GPB Production Optimization TL An extended flaring event occurred at Flow Station One on July 1, 2007. The flaring event was necessary to facilitate the safe installation and removal of blinds for the repair of a cracked tube in the STV / IP cooler bay 1312. The attempt to isolate the cooler while keeping the 1801 T/C on line failed. All options were discussed and the most operationally prudent and environmentally sound option was chosen. Two extended flaring events occurred at FS1 on 10/1 and 10/2 for planned maintenance on their LPS machines. On 10/1 LPS machine 1803 was shut down for water washing. Total duration was 20 hours and 19 minutes, total volume was 4,385 MSCF. The second event occurred on 10/2, for the same activity on 1804. Total duration was 14 hours and 28 minutes, total volume was 1,293 MSCF. FS2 water washed their LPS machine (1803) on 10/4. Total flare duration was 4 hours and 26 minutes, total volume was 924 MSCF. On 10/5, GC1 had two extended flaring events. The first event took place to de- pressure a flowline to make PSV repairs. Total duration was 10 hours and 27 minutes of intermittent flaring which resulted in a total flared volume of 871 MSCF. A second event occurred when ambient temperatures increased. 100 MMSCF /d of production was cut to stop flaring. Total duration of this event was 84 minutes, total volume was 875 MSCF. The LPC facility flared for 97 minutes during the restart process following planned ESD safety system testing on 9/30. Total volume for this event was 97 MSCF. Extended flaring events occurred at GC2 on October 3, 4 and 5 during restart activities following a lengthy, planned, full plant tum- around. Flaring occurred off the LP compressor until sufficient rate was brought on to enable the LP machine to load up and remain loaded (common to all three events). Following the turn - around restart, GC2 was shut down for planned ESD testing, creating an additional extended flaring event. It's just that the FS1 operator made three separate entries in our Flare database....normally these would have been a single entry to the database. Let me know if you have any other questions. A power substation serving CCP went down, causing most of CCP and CGF to shut down. The gas transit line pressured up and all facilities feeding CCP and CGF went to flare (LPC was not affected). After being restored, the substation went down again. Here is a breakdown of flare volumes for each facility. Duration is total duration over both substation failures. CCP substation was washed that day, followed by CGF and the seawater plants. All substations are in the process of being washed again after the recent windstorm caused dirtying of the insulators from flying dirt/dust/gravel (not enough snow cover).
