From: Hal Tucker, GPB Prod Optimization Team Leader An extended flaring event occurred on February 1, 2007. In order achieve adequate isolation to install blinds on the FS3 1801 STV /IP machine, the 1802 machine had to be shut down. Prior to shutting down 1802, the isolation valves were greased and stroked in an attempt to complete the blinding operation without shutting down 1802. The blinding work was being done in preparation for installation of upgraded (higher temperature) O -rings in both 1801 and 1802. Installation of these O -rings will allow the machines to run at higher discharge temperatures. Flaring occurred from 1145 hrs to 2350 hrs (725 minutes), total volume flared was 5006 MSCF. The 1801 compressor was shutdown to isolate 1802 for maintenance but failed to restart after 1802 was isolated. Several attempts were made to bring on 1801 until a front bearing was found to be bad. The 1802 compressor was then "unblinded" and put back in service. The TAPS pro- ration was lifted at 07:15 hours on 3/18/07. We elected to maintain the reduced rates until the 1801 IP compressor was on -line to minimize additional flaring. As a result, F53 started increasing production once 1802 IP compressor was on -line at 01:45 hours on 3/19/07. Flaring occurred from 03:00 to midnight on 3/18 and from midnight to 01:45 on 3/19 (22hr, 45 minutes total) and the volume was 7,000 MSCF. The blinding work was being done in preparation for installation of upgraded (higher temperature) O -rings in 1802. Installation of these O -rings will allow 1802 to run at higher discharge temperatures, ensuring fully spared STV /IP capacity at FS3 (upgraded O -rings were successfully installed in 1801 last month). Flaring occurred from 0945 hrs to 1610 hrs (385 minutes), total volume flared was 2150 MSCF. The second event occurred at GC1 on March 26 at 1430. In preparation for the upcoming GC1 automation upgrade, PCM (Process Control Module) work was being done that resulted in set points changing from auto to manual. The first event occurred at FS3 on March 24. In order achieve adequate isolation to install blinds on the FS3 1802 STV /IP machine, the 1801 machine I of 2 4 3 '200 S.I 7 AM FW: GPB Gas Flaring Incident had to be shut down. The blinding work was being done in preparation for installation of upgraded (higher temperature) 0 -rings in 1802. Installation of these O -rings will allow 1802 to run at higher discharge temperatures, ensuring fully spared STV /IP capacity at FS3 (upgraded O -rings were successfully installed in 1801 last month). Flaring occurred from 0945 hrs to 1610 hrs (385 minutes), total volume flared was 2150 MSCF. The second event occurred at GC1 on March 26 at 1430. In preparation for the upcoming GC1 automation upgrade, PCM (Process Control Module) work was being done that resulted in set points changing from auto to manual. Intermittent flaring occurred for 100 minutes during that work resulting in a flared volume of 69 MSCF. If you require additional information, please don't hesitate to call me. LPS machine 1804 was shut down in preparation for a hot gas path inspection and was spin cooled, per the procedure, for four hours. The total volume for the event was 833 MSCF. During maintenance activities at FS3, operations discovered that gas had been slowly leaking into the DS 14B /C common line while it was safed -out. The line was left open to the flare as part of the safe -out to ensure that pressure did not build in the line during maintenance activities. A measurable leak rate was not identified until August 9 when the line was blocked in and showed a pressure increase within a short period of time. The line was shut -in and pressure was allowed to build and then opened to the flare to calculate the apparent leakage rate. Flaring from this line ended when 14B/C was lined up to the slug catcher on August 9. The safe -out has been in place since July 26. Flared volume has been calculated to be 23,716 MSCF, and the duration was approximately 10.5 days. An extended flaring event occurred at GC2 on August 11. Flaring occurred during work to repair a leaking nipple on the C -bank oil meter. The GC2 LP compressor was unable to remain loaded due to decreased GC2 oil production while C -bank was taken out of service for trouble shooting and repair operations. The decision was made to leave GC2 partially on line since the repair was likely to be a quick operation. Duration of the event was 6 hours and 30 minutes, total volume flared was 4,062 MSCF. A flare event exceeding 5,000 MSCF occurred on August 12, 2007 at FS2. This event was due to de- pressuring common -lines during facility restart operations. The lines had to be de- pressured to resolve ESD relay problems. Duration of the event was 43 minutes, total volume flared was 5,208 MSCF. The unit was reloaded and attempted to be adjusted to the current AL system conditions at the time. Flaring began at 02:35 and ended at 06:23 (228 minutes). Total volume flared was 115 MSCF. An extended flaring event occurred on August 25th at FS3 during facility shutdown prior to planned TAPS slowdown. 1803 T/C train manually unloading to idle which temporarily caused HP Operational Flare System to exceed it's predetermined set point. Flaring began at 00:38 and ended at 02:57 (139 minutes). Total volume flared was 67 MSCF. The Unit was reloaded and attempted to be adjusted to Al System operating conditions. Flaring began at 10:20 and ended at 22:45 (745 minutes). Total volume flare was 346 MSCF. This may be a duplicate but I wanted to make sure you had it. Extended flaring event at F53 also on August 13th when 1806 AL compressor unloaded due to Fieldwide AL system conditions. This again caused the compressor gas load back into the Residue Gas System which temporarily caused the HP Operational Flare to activate. The unit was reloaded and attempted to be adjusted to the current AL system conditions at the time. Flaring began at 02:35 and ended at 06:23 (228 minutes). Total volume flared was 115 MSCF. An extended flaring event occurred on August 25th at FS3 during facility shutdown prior to planned TAPS slowdown. 1803 T/C train manually unloading to idle which temporarily caused HP Operational Flare System to exceed it's predetermined set point. Flaring began at 00:38 and ended at 02:57 (139 minutes). Total volume flared was 67 MSCF. Another extended flaring event occurred on August 25th at FS3 during facility shutdown prior to planned TAPS slowdown. 1806 T/C train manually unloading to idle which temporarily caused HP Operational Flare System to exceed it's predetermined set point. Necessary operational adjustments were made to eliminate the flare leakage on the 16th. The first event began on Nov 15 at 0553 and ended at 2330 (1086 minutes). The total volume flared was 1086 MSCF. The second event was the continuation of this event beginning on the Nov 16 at 0001 and ending at 0830 (1229 minutes) The total volume flared was 1372 MSCF. Lower pressure was maintained in the HP Vessels by directing excess (pressure control) to flare until adequate warmup was achieved. Flaring began at 14:50 and ended at 17:20 (150 minutes). After speaking to the response team technician that made first entry into the well house, the original volume estimate appears to be significantly over stated, probably by several orders of magnitude. The first responder indicated that he had to place his gas detector within inches of the leak to get an LEL reading. I asked the engineer that made the original calculation to recalculate a worst case value based on moving gas through 2000 feet of .152" ID tubing. Even if the tubing had been completely severed, which it wasn't (turned out to be a thread leak), the worst case volume would be approximately 30 mscf. Given that this was a thread leak, the actual volume (could we have measured it) probably should be measured in scf rather than mscf. My apologies for the confusion.
