This event was initiated when GC2 unexpectedly shut down at approximately 14:00 on April 23 when a side boom struck an electric line causing immediate loss of power at GC2. The flaring event began on April 24 at 22:30 when produced water was brought into the plant from GC1 to maintain flow in the GC2 produced water system to prevent flowline freezing. Flaring the produced water sweep gas continued until approximately 01:30 on April 28 at 2,200 MSCF per day. Duration of that portion of the event was approximately 75 hours, with a cumulative volume of less than 7,000 MSCF. At 01:30 an April 28, a small number of non gas lifted wells were brought on to prevent large diameter flowlines from freezing. This initiated the plant restart process. Flaring increased to approximately 20,000 MSCF per day at this time and continued for approximately 43 hours until the IP compressor was loaded up. Cumulative volume for this portion of the event was approximately 34,000 MSCF. Flaring then continued at approximately 3,000 MSCF per day until enough oil rate could be established to load up the LP machine at 05:29 on April 30. Total volume flared for the entire event was 42,400 MSCF. Total duration was 124 hours and 53 minutes. The manner in which the GC went down, a longer than normal pre - start-up review was required to ensure a safe plant restart. Given the timing of the likely restart, it was decided to begin corrosion inspections on the WOA gas lift transit line since GC2 was already down. These inspections needed to be completed prior to the spring thaw since several locations are over water. The gas lift line was shut down for inspection at 23:30 on April 24. During the inspections, the wind increased to phase II conditions which hampered the timely completion of the gas lift line inspections. Because of the unexpected shut down duration, production line freezing became a concern and the decision was made to begin restarting the GC as soon as the inspections were completed, even though work on B -bank had not yet been completed. Flow was established with non gas lifted wells in each large diameter flowline at approximately 01:30 on April 28, gas lift was restarted at 11:00 that same day. Due to a slow and deliberate plant restart, continuous flaring occurred until 20:30 on April 29 when enough oil rate was on line to attempt to load the IP and LP compressors. After 20:30 hours oil rates were not high enough nor stable enough to prevent intermittent flaring. At 05:29 on April 30, sufficient oil rate was established to keep the IP and LP machines continuously loaded and 4 oft 5/1/2007 8:15 AM GPB Gas Flaring Incident • 2 of 2 end the flaring event If you require additional information, please don't hesitate to call me. An event occurred at GC2 on May 20, when the GC experienced a Master Gas shut down (or stop production) while FCC) (functional check out) crew was working in the skid 18 electrical panel. Flaring occurred from 1331 to 1745 (254 minutes), total volume flared was 1526 MSCF. An additional event occurred at GC2 on May 20, when the LP compressor began recycling due to unstable rates during the start up. Production continued to be brought up to stabilize the gas compressor Flaring occurred from 1745 to 2059 (194 minutes), total volume flared was 539 MSCF. An extended event at GC2 began on May 21, when the GC was shut down due to a leak in the produced water line going from the slug catchers to the skim tanks. Increased sweep gas through skim and surge tanks to keep them from venting to atmosphere. Assist gas was added to keep flares burning clean. Flaring occurred until a new T spool could be installed and surrounding pipe was thoroughly inspected. During maintenance activities at FS3, operations discovered that gas had been slowly leaking into the DS 14B /C common line while it was safed -out. The line was left open to the flare as part of the safe -out to ensure that pressure did not build in the line during maintenance activities. A measurable leak rate was not identified until August 9 when the line was blocked in and showed a pressure increase within a short period of time. The line was shut -in and pressure was allowed to build and then opened to the flare to calculate the apparent leakage rate. Flaring from this line ended when 14B /C was lined up to the slug catcher on August 9. The safe -out has been in place since July 26. Flared volume has been calculated to be 23,716 MSCF, and the duration was approximately 10.5 days. An extended flaring event occurred at GC2 on August 11. Flaring occurred during work to repair a leaking nipple on the C -bank oil meter. The GC2 LP compressor was unable to remain loaded due to decreased GC2 oil production while C -bank was taken out of service for trouble shooting and repair operations. The decision was made to leave GC2 partially on line since the repair was likely to be a quick operation. Duration of the event was 6 hours and 30 minutes, total volume flared was 4,062 MSCF. A flare event exceeding 5,000 MSCF occurred on August 12, 2007 at FS2. This event was due to de- pressuring common -lines during facility restart operations. The lines had to be de- pressured to resolve ESD relay problems. Duration of the event was 43 minutes, total volume flared was 5,208 MSCF.
