During the Fire and Gas upgrade project installation an active wire in panel IP- CR9000 shorted to ground. The short tripped two circuit breakers off -line that provided power to critical plant instrumentation and valving. This resulted in a 593 MSCF NGL plant blowdown to the McGill Emergency NGL flare, EU ID 33, resulting in approximately 61 minutes of black smoke. The main flare system also relieved an additional 2,073 MS F from process vessels during the process upset and shutdown but was not involved in generating black smoke. The short tripped circuit breakers off line that provided power to critical plant instrumentation and wiring. The NGL plant was shut down and blown down to flare. The main plant also shut in due to the resulting upset and partial loss of control instrumentation. While it is not conclusively known that the NGL flare opacity exceeded 20% opacity for either 3 minutes in one hour or 6 consecutive minutes, general performance history of this flare under full plant blowdown conditions, and casual observations by non - certified observers indicate that there is a probability that the limits were exceeded during the initial minutes of the plant shutdown and blowdown. A volume of approximately 492 MSCF NGL was estimated to have generated black smoke for approximately 12 minutes from the East McGill Emergency NGL flare, EU ID 33 (H- CRO1 B). 11/18/2008 - Kuparuk CPF -1 blowdown November 16 2008 Page 2 of 2 The main flare system also relieved gas from process vessels during the process upset and shutdown from 15:42 to 17:55 but was not involved in generating black smoke.
