The estimated volumes of gas vented must be included in your gas disposition report. Assuming the 1000 -6000 BBL is OIL (not sure how much is mud) I figure this would be around 250MCF- 3MMscf, and definitely is not diminimus. If the unloading takes more than an hour, a summary is also required. If you would like pre- authorization for these activities, we would suggest that you indicate on your 10 -401 or 10 -403 that well cleanup will be needed, and provide a short justification and estimated volume to be vented. There may be some misunderstanding among operators of our expectations on this issue and we will send out a letter to all operators to clarify requirements for well unloading. An example of gas volumes that we have not required to be reported is venting as a result of annulus depressuring. Concerning the disposal of the stored production, we expect you to decant or otherwise separate the oil from flowback materials and return the crude to the production system for processing; resultant solids and waste products would be injected into an authorized disposal well. The Oooguruk well flow back procedure is to flow to tanks (@ ODS) until the well cleans up enough to send production on to KRU for processing. At least a portion of each Oooguruk well is drilled with oil based mud and the amount of flow necessary to ensure adequate well clean -up will vary. The stored production will either be disposed of down our disposal well, or decanted, if possible, to send conforming production on to KRU for processing. Approximately 2,000 bbls of fluid was flowed to tanks to cleanup the K -33. We expect that a typical well will require between 1,000 to 6,000 bbls to cleanup. The GOR for the Kuparuk wells is roughly 500 and Nuiqsut will be closer to 250. The tanks at ODS do not have vapor recovery and the liberated gas vents to the atmosphere. 20AAC25.205 addresses release of oil and gas and 20AAC25.235 addresses gas disposition and the associated 6/11/2008 Page 2 of 2 reporting requirements. We believe the venting is characterized as de minimis and incidental to normal oil field operations in accordance with 20AAC25.235(d)(4) and no reporting is required. It is likely that other operators have similar well clean -up procedures and the AOGCC has established a practice for reporting (or non - reporting). Any guidance you can provide will be appreciated.
