At the same time, Alyeska Pipeline was shut down and Alpine was prorated to 25% of normal production rates. As a result, it was not possible to establish forward flow through the facility as fast as normally happens. At low rates it is difficult to raise the temperature of the production heaters high enough to establish the gas composition which is necessary to allow the Low Pressure Gas Compressor to compress gas. Therefore, a relatively small amount of gas was being flared from the Low Pressure Separator until process conditions were normal. Operations established sufficient flow through the facility as quick as reasonably possible given the added constraint of having to ensure that the oil rate through the pipeline did not exceed the total allowed by Alyeska due to their shutdown. 5/26/2010 9:38 11:57 UNPLANNED 180.00 Do to unusually low flow rates through the facility due to a severe Alyeska Pipeline proration the gas rates through the Low Pressure Compresor were lower than normal. The coolers on the discharge side of the Low Pressure Compressor froze up, and, as a resulty flaring occurred off of the discharge side of the compressor until the coolers could be thawed. Operations initiated methanol injection into the cooler rubes and also put heat into the cooler bays using indirect tired heaters. Once the cooler tubes were thawed and gas flow through them was re-established the flaring stopped.
