ConocoPhillips does feel strongly that our current approach to managing the engine replacement and the flaring reflects good oilfield engineering practices. Our Alpine Operations & Maintenance Superintendent provided the following information with respect to the issue of production curtailment: We cannot significantly reduce the LP flare volume by cutting inlet production unless we completely shut down the plant. The LP compressor pulls vapors off the low pressure (LP) separator and the dehydrator and pressures the gas back up to a point necessaryfor the first stage of the HP compressor (Cl). In round numbers this is from a5 psi to i5o psi. This is the second and third stage of our separation process. Shutting in gas at the inlet of the plant will not measurably reduce the volume coming off of these two vessels. The operators have already reduced the temperature on the LP flare knockout drum to reduce liquid volumes in the low pressure separation system which will act to minimize flare volume. We will have the facility engineer review operating parameters again to see if anything else can be adjusted to reduce the volume coming off these vessels, but if we do find anything, we don't expect that it will be a substantial amount. Unplanned shutting down the plant has negative consequences — • The plant is now running at steady state. Taking a full plant shutdown on short notice can result in unforeseen mechanical issues that can result in longer shutdown period (examples: compressor seat leaks, pump seal problems, turbine instrumentation issues). • The last plant start-up in 2012 resulted in a flaring 0f35-4oMMSCFD. The older the field gets, the longer it will take to bring the producers online and result in flaring more gas on plant restart. • Plant shut downs and restarts are always critical operations with increased potential for safety or spill events. These critical activities place our personnel at more risk than normal operations and we don't like to unnecessarily have this safety exposure. • Fuel gas for maintaining power and life safety requires using our blackstart well for fuel gas because when the plant is down, we don't have a fuel gas supply off the C1 compressor. • Possible cross-flow of water into oil zones in shut in producers result in the wells being more difficult to bring online. Our current flare for the LP compressor work is about 7 MMSCFD (i MMSCFD is our normal flare volume for this time of year). The work is proceeding well with the new electric motor in place. Best case is for a late Friday or Saturday startup. The current course of action is the safest and most reasonable approach to resolving the flare issue. 1 highly recommend that we do not shut down the plant for this maintenance work. As a result of the internal inspection, the decision has been made to replace the drive motor and we have made arrangements to transport a new motor to Alpine via Hercules today. Removal and replacement of the motor is a complex multi -craft project which is expected to take at least a week. The C3 LP Compressor captures dissolved gas that is entrained in oil after initial separation, and steps up the pressure for inclusion in the high pressure gas system and ultimate reinjection. With the compressor out of service, this gas must be flared. Current flare rate is approximately 8 MMscf per day, which amounts to approximately 4% of total Alpine daily processed gas (including lift gas), or 10% of Alpine formation daily produced gas. Our facility has been optimized to minimize LP gas to flare, and our Production Engineers have reviewed any further mitigation measures that could be taken . We have determined that the only way we could safely reduce the flaring at this point would be to curtail production at Alpine. Production curtailment would bring its own set of potential risks, and is not deemed necessary for this temporary increase in flare rate. A supplemental Flaring Event report with follow-up information will be submitted with the June Gas Disposition report. Because this flare rate increase will last more than one hour, we seek AOGCC authorization on the basis that the flaring is necessary for facility repairs and safety.
