Excess gas that the booster compressor would normally process was diverted to the flare until the dehydration system repairs were complete and brought back online on 1/8/13. The TEG system was shut down due to wet gas. Endicott replaced the exchanger plates and completed some piping modifications on the TEG system to return the system to proper gas handling within spec (aka no fluids). Day operations was able to put the booster compressor back online with a successful restart at 1500 hours. Summary of event: May 4, 2013 (747 min, 357 MSCF) All attempts were made to identify problems, expedite maintenance, and keep flaring & assist gas to a minimum. Given these circumstances, we believe that we took all necessary actions in accordance with good oil field engineering practices and conservation purposes to minimize the volume of gas released, burned, or permitted to escape to the air. The first unplanned event occurred from 5/5/2013 22:24 to 5/6/2013 00:00 when low production rates restricted gas feed below the minimum required for booster compressor operation. As a result of the restricted gas feed, the booster compressor shut down. The planned flaring event occurred from 5/5/2013 16:04 to 5/5/2013 18:53 when following a turbine wash, copus was used to spin dry the turbine. The gas provided for spinning the blades ran through copus and then out through the LP flare. The second unplanned flaring event occurred from 5/6/2013 00:00 to 5/6/2013 21:34 when low production rates restricted gas feed below the minimum required for booster compressor operation. As a result of the restricted gas feed, the booster compressor shut down. On May 6, because of very low production rates it was necessary to add more assist gas for a longer duration to avoid an opacity exceedence. That is why the flare volume on May 6 was higher than the flare volume on May 5. Summary of unplanned flaring events: May 5, 2013 (76 minutes, 52 MCF) May 6, 2013 (1294 minutes, 543 MCF) Summary of planned flaring event: May 5, 2013 (169 minutes, 125 MCF) All attempts were made to identify problems, expedite maintenance, and keep flaring & assist gas to a minimum. Given these circumstances, we believe that we took all necessary actions in accordance with good oil field engineering practices and conservation purposes to minimize the volume of gas released, burned, or permitted to escape to the air. Due to the proration, there was an overall reduction in Endicott gas volumes. These reduced volumes resulted in an inadequate gas supply being 6/8-9/13 1422-1319 393 sent to the booster compressor. As production rates slowed the HP and LP compressors came off-line as wells were shut in and it was necessary to flare. BP also conducted preventative maintenance on the compressors while they were shut down for the TAPS proration. All attempts were made with the intent to unload the well to allow natural flow. Flaring for this purpose was kept to a minimum necessary to reduce well tubing pressure. Outside environmental conditions caused a condition which triggered a process upset on the propane turbine/compressor system causing it to shut down. This cascaded to the booster compressor system, causing it to shutdown which led to the flaring event. Summary of unplanned flaring event: December 21, 2013 from 6:33 to 9:57 (286 minutes, 204 MSCF) All attempts were made to identify problems, expedite maintenance, and keep flaring & assist gas to a minimum. Given these circumstances, we believe that we took all necessary actions in accordance with good oil field engineering practices and conservation purposes to minimize the volume of gas released, burned, or permitted to escape to the air. These volumes will also be reported to you on the Facility Report of Produced Gas Disposition Form (Form 10-422). Thank you,
