The flaring was necessary to maintain safe facility operations. Alyeska Pipeline Service Company requested a 20% proration on May 14 for inventory reduction due to high inventories in Valdez and Tanker scheduling. Milne started to shut-in wells to cut production and inadvertently cut out too much gas, consequently causing the small A gas compressor to shut down resulting in the flaring. Operations immediately requested the B Pad Operator open the gas well back up on B Pad. However due to Phase 2 weather conditions with blowing snow, it took a period of time for heavy equipment to escort the B Pad Operator to B Pad. As soon as the gas well on B Pad was back on line, Operations could start up the little compressor and mitigate the flaring. Flaring occurred on January 14 between 7:52 and 9:02 hrs for a total of 1 hr 10 minutes. The total volume flared was 87.28 MSCF. Given these circumstances, we believe that we took all necessary actions in accordance with good oil field engineering practices and conservation purposes to minimize the volume of gas released, burned, or permitted to escape to the air. The volume of gas flared and vented will be reported to you on the Facility Report of Produced Gas Disposition Form (Form 10-422). The flaring was necessary to maintain safe facility operations. On November 27 th, our Central Facilities Plant experienced a low fuel gas pressure, which required Turbine 0701 and Turbine 0801 to switch to liquid fuel. Turbine 0801 switched to liquid fuel, but Turbine 0701 did not switch and instead shut down. This resulted in a load shed, which caused blowdown of equipment, shut-in of wells and the first flaring event. The flaring was due to normal depressurization after the Turbine 0701 and field shutdown. Turbine 0701 had a 2 hour restart timer because of the fast shutdown. After Turbine 0701 was started, Operations and Maintenance also had problems getting the gas plant back on line. The second flaring event occurred after midnight on November 28th during the process of restarting Turbine 0701 and getting the gas plant back on line. Operations and Maintenance brought Turbine 0701 and gas plant back online as soon as possible to stop the flaring. The first flaring event occurred on November 27'h between 20:05 and 23:59 hrs (234 minutes). The second flaring event occurred on November 28th between 00:06 and 1:10 hrs (64 minutes). The total volume flared for these two events was 1174.45 MSCF. Given these circumstances, we believe that we took all necessary actions in accordance with good oil field engineering practices and conservation purposes to minimize the volume of gas released, burned, or permitted to escape to the air. The volume of gas flared and vented will be reported to you on the Facility Report of Produced Gas Disposition Form (Form 10-422).
