Eni launched an internal investigation to define the problem and develop a correct reporting procedure. The reporting errors are attributable to: 1. Not reporting volumes associated with well flowbacks 2. Incorrectly calculating and reporting pilot and purge volumes. The wrong flow meters were used in the calculation, and the volumes were reported in an incorrect line on the 10-422 form 3. Automation reports incorrectly totaled fuel gas volumes The total impact of the erroneous reporting is approximately 96 MMCF; which equates to an average of 126 MCF per day over that time period (762 days of facility operation between 4/1/11 and 5/31/13). Once the errors were identified, representatives from Eni and AOGCC met on May 29, 2013 to discuss the issues and the path forward. It was decided that corrected forms 10-422, covering the time period of April 2011 through May 2013, would be submitted along with corrected flaring and 10-405 production reports and associated text files. For future reporting, Eni has finalized a procedure so that these types of errors should not occur again. Eni is also evaluating meter accuracy as it relates to the pilot and purge volumes.
