Subject: Northstar Planned Flaring Notification April 27 - May 1, 2014
To: Dave Roby, AOGCC
Victoria Ferguson, AOGCC
Jennifer Hunt, AOGCC
BPXA is providing a courtesy notification of planned flaring that will likely exceed one hour at the
Northstar Production Facility between April 27 and May 1 during a test to switch from Prudhoe Bay
fuel gas to Northstar reservoir gas.
Northstar includes five natural gas-fired combustion turbines. The turbines consist of three identical
Solar Mars 90 turbines used to generate electricity for the facility and two identical GE LM2500
turbines used for gas compression duty. Currently the turbines operate on gas supplied by the
Prudhoe Bay Central Gas Facility (CGF). The original intent when the Northstar facility was
constructed was for the Northstar facility to switch to on-site produced natural gas, once the Northstar
production wells were producing a sufficient quality and volume of natural gas. At this time Northstar
is planning to make the switch to Northstar reservoir gas.
BPXA intends to conduct a test utilizing on-site gas in one or more of the combustion turbines from
approximately April 27 to May 1, 2014. Assuming that this test demonstrates that the natural gas
satisfies operational and emission performance requirements, BPXA intends to operate the five
turbines using Northstar reservoir gas, CGF gas, or a combination of the two, depending upon
availability of and performance using the respective gases.
On April 27, BPXA anticipates roughly an hour of flaring due to a normal operational shutdown (BESD
testing). For a short period during startup for the testing (approximately 6 hours), we anticipate flaring
up to 10 MMscfd to get the Northstar reservoir gas conditioned, which is necessary for Solar Power
Turbine and HP Compressor startup. Once the HP Compressor is online, approximately 6 MMscfd of
LP gas will continue to flare for up to 36 hours while we confirm the fuel gas is not condensing a
concerning amount of liquids in the LP Compressor sea] system. Once the LP Compressor is started,
flaring will return to normal operational levels (pilot/purge).
If you have any questions regarding this test, please feel free to contact me at 564-4838 or
alison.cookeabp.com.

Alison

BPXA is providing courtesy notification of one planned flaring event of greater than one hour which occurred at the
Northstar Production Facility as a result of facility commissioning.
Summary of planned flaring event:
29 -August -14 02:25 (68 minutes, 188 MCF)
All attempts were made to identify problems, expedite maintenance, and keep flaring & assist gas to a minimum. Given
these circumstances, we believe that we took all necessary actions in accordance with good oil field engineering practices
and conservation purposes to minimize the volume of gas released, burned, or permitted to escape to the air. These
volumes will also be reported to you on the Facility Report of Produced Gas Disposition Form (Form 10-422).
Thank you,
Rich Vicente

To: Dave Roby, AOGCC
Victoria Ferguson, AOGCC
Jennifer Hunt, AOGCC
BPXA is providing courtesy notification of planned and unplanned flaring events of greater than one hour which occurred
at the Northstar Production Facility as a result of a processor failure on September 20, 2014 and a PLC failure on October
8, 2014.
Summary of planned flaring events:
9 -October -14 08:39 (300 minutes, 365 MCF)
9 -October -14 10:15 (183 minutes, 271 MCF)
Summary of unplanned flaring events:
20 -September -14 09:46 (82 minutes, 242 MCF)
9 -October -14 13:42 (364 minutes, 613 MCF)
9 -October -14 16:25 (156 minutes, 2,309 MCF)
All attempts were made to identify problems, expedite maintenance, and keep flaring & assist gas to a minimum. Given
these circumstances, we believe that we took all necessary actions in accordance with good oil field engineering practices
and conservation purposes to minimize the volume of gas released, burned, or permitted to escape to the air. These
volumes will also be reported to you on the Facility Report of Produced Gas Disposition Form (Form 10-422).
Thank you,
Rich Vicente
