A flaring event occurred at FS2 starting at 02/04/2014 10:30 and stopping at 02/04/2014 13:30 with a volume of 172
(MSCF). The event lasted for 180 minutes and was due to blowdown of 16D commonline for planned maintenance.
A flaring event occurred at CCP starting at 02/08/2014 02:30 and stopping at 02/08/2014 06:30 with a volume of 304
(MSCF). The event lasted for 60 minutes and was due to FFGU depressurization when supply was switched back to CGF
FFG.
A flaring event occurred at FS1 starting at 02/09/2014 16:20 and stopping at 02/09/2014 16:35 with a volume of 5573
(MSCF). The event had a volume greater than 5000 (MSCF) and was due to LPS compressors shutdown due to supply
unit failure. Flaring stopped when the power supply was replaced and the compressors were loaded.

A flaring event occurred at FS3 starting at 03/14/2014 07:12 and stopping at 03/14/2014 08:30 with a volume of 104
(MSCF). The event lasted for 78 minutes, and was due to additional depressure for 13D for anchor chop.
A flaring event occurred at FS3 starting at 03/13/2014 07:21 and stopping at 03/13/2014 08:30 with a volume of 105
(MSCF). The event lasted for 69 minutes, and was due to additional depressure for 13D for anchor chop.
A flaring event occurred at FS3 starting at 03/11/2014 09:58 and stopping at 03/11/2014 16:05 with a volume of 103
(MSCF). The event lasted for 367 minutes and was due to 13D commonline depressure for anchor chop. Flaring stopped
when depressure was complete.
A flaring event occurred at GC1 starting at 03/14/2014 03:30 and stopping at 03/14/2014 08:05 with a volume of 270
(MSCF). The event lasted for 275 minutes, and was due to flaring off of V-136 during gas rate swings. Flaring stopped
when gas rate steaded.
A flaring event occurred at GC1 starting at 03/13/2014 00:01 and stopping at 03/13/2014 23:59 with a volume of 260
(MSCF). The event lasted for 1438 minutes, and was due to flaring off of V-136 during gas rate swings. Flaring stopped
when gas rate steaded.
A flaring event occurred at GC1 starting at 03/12/2014 18:30 and stopping at 03/12/2014 20:00 with a volume of 270
(MSCF). The event lasted for 90 minutes, and was due to swapping of GILT compressors. Flaring stopped when K3200
was online and K3300 shut down.
A flaring event occurred at CGF starting at 03/10/2014 01:19 and stopping at 03/10/2014 03:08 with a volume of 387
(MSCF). The event lasted for 109 minutes, and was due to T/C 1805 shutdown due to control/instrumentation failure
associated with vibration card. Flaring stopped when equipment was re -started.
A flaring event occurred at FS1 starting at 03/05/2014 06:31 and stopping at 03/05/2014 18:50 with a volume of 739
(MSCF). The event was a black smoke event. The event lasted for 739 minutes, and was due to 1802 s/d for planned
boroscope. Flaring stopped when job was complete and compressor re -started.

BP Exploration (Alaska) Inc. (BPXA), as operator of the Greater Prudhoe Bay (GPB) Unit, is
writing to notify The Alaska Oil and Gas Conservation Commission (AOGCC) of potential
elevated flaring at Flow Station 1 09hile Natural Gas Liquids (NGL) production at the
Central Gas Facility (CGF) is out of service while turnaround is occurring at that facility.
During this time, flaring will be necessary to maintain stable facility operations at FS -1. The
only other alternative to flaring would be to shut down major equipment and operations at FS -1,
which would introduce process and operational risks during the shutdown and start-up. In
addition, shutdown and start-up of the facilities requires extensive use of the flare system, which
could result in more gas being flared than would otherwise occur during the limited and
intermittent flaring that will likely take place during this turnaround.
The GPB Flow Stations 1, 2, and 3, each have two Stock Tank Vapor -Intermediate Pressure
(STV -IP) compressor trains, one running and one on standby, each powered by a Dresser-Rand
GT51 power turbine driven by a GE -LM -1500 gas generator. The STV -IP compressors were
originally placed into service in the mid-1970s and were designed to handle 15 and 54
MMSCFD of STV and IP gases, respectively, and to boost the gas pressure from 15.2 to 675
psia. Due to field production decline, the STV -IP compressors are a poor fit for their current
process conditions. As compared to when they were first put into service, the STV compressors
are receiving a 69% lower flow rate of gas (or 4.6 MMSCFD) with a 12% lower molecular
weight (33.9 current versus 38.5 design). The IP compressor is receiving an 80% lower flow rate
(10.8 MMSCFD) with an 8% lower molecular weight (28.5 current versus 30.9 design). It is
predicted that gas flow rate and molecular weight will continue to decrease over time.

The fleet of LM -1500 aero -derivative gas generators, which drive the STV -IP compressors, have
also exceeded their original design life. The LM -1500 units are unreliable, and maintenance
intensive (with inspection cycles every 1,500 or 2,000 hours; including major disassembly every
4,000 hours). The manufacturer, General Electric (GE), no longer supports the equipment or
supplies critical spare parts. Although a standby unit is provided, the low reliability of the LM -
1500 fleet has resulted in frequent shutdown events, especially in the summer timeframe with
warmer ambient temperatures. The primary method at FS -1 to mitigate the frequent shutdown
events in the summer timeframe is importation of NGLs from CGF into the Low Pressure
Separation (LPS) process, which reduces the temperature throughout the LP oil trains. However,
CGF will be undergoing a facility turnaround for required maintenance and repairs from July 15,
2014 to August 31, 2014. Importing NGLs into the separation process will not be an option
during this timeframe.
In order to optimize the operations at each of the GPB Flow Stations to align with current field
conditions, BPXA has elected to replace the STV -IP compressors with a new single -train motor
driven centrifugal compressor designed to discharge to the LPS compressor suction system. The
new process equipment being installed for each train includes a motor driven centrifugal STV -IP
Compressor (on a common shaft), new STV Suction Scrubber, new STV Suction Scrubber
Liquid Pump and spare, and new IP Suction Scrubber. BPXA hopes to complete the Project
within the next two years. Once this Project is completed, FS -1 will no longer be plagued by
these frequent shutdown events in the summer, avoiding the need for importation of NGLs from
CGF as well as the risk of flaring when such gas is unavailable.
BPXA will make every reasonable effort to minimize flaring at FS -1 during the CGF turnaround,
consistent with maintaining safe and reliable operations and in accordance with good oil field
engineering practices. BPXA is currently pursuing all options for mitigating unplanned STV -IP
compressor shutdowns in advance of the CGF turnaround. The anticipated flaring will be
intermittent in nature, dependent on the ambient temperature, but could be in the order of 5-7
MMSCFD until NGL production is returned to service (estimated at 7 weeks). The elevated
flaring will cease once the CGF turnaround is complete or until NGL production is returned to
service, whichever occurs first. BPXA further requests that the AOGCC recognize the flaring
activity to be an operational necessity, and not waste, under 20 AAC 25.235(d).

In the first half of September, the following flaring events occurred at FS1, FS2, and FS3:
9/14 FS1
A flaring event occurred at FS1 starting at 09/14/2014 00:00 and stopping at 09/14/2014 01:30 with a volume of 1065
(MSCF). The event lasted for 90 minutes.
Flaring occurred due to depressuring of the DS12 commonlines for 12-C pig launcher and receiver installation. Flaring
stopped when depressuring was completed.
9/8 FS2
A flaring event occurred at FS2 starting at 09/08/201414:24 and stopping at 09/08/2014 21:04 with a volume of 1190
(MSCF). The event lasted for 400 minutes. Flaring occurred when the 1801 compressor was shut down to adjust the inlet
gas valves. Flaring stopped when the compressor was restarted.
9/6 FS2
A flaring event occurred at FS2 starting at 09/06/2014 00:00 and stopping at 09/06/2014 21:58 with a volume of 3777
(MSCF). The event lasted for 1318 minutes. Flaring occurred when the 1801 compressor shut down due to high gas
generator exhaust temperature. FS2 reduced to minimum rates to reduce flaring.
9/5 FS2
A flaring event occurred at FS2 starting at 09/05/2014 00:00 and continuing to 9/6/2014 with a volume of 4127 (MSCF).
The event lasted for 1440 minutes. Flaring occurred when the 1801 compressor shut down due to high gas generator
exhaust temperature. FS2 reduced to minimum rates to reduce flaring.
9/4 FS2
A flaring event occurred at FS2 starting at 09/04/2014 13:11 and continuing to 09/05/2014 with a volume of 1984
(MSCF). The event lasted for 649 minutes. Flaring occurred when the 1801 compressor shut down due to high gas
generator exhaust temperature. FS2 reduced to minimum rates to reduce flaring.
9/1 FS2
A flaring event occurred at FS2 starting at 09/01/2014 08:30 and stopping at 09/01/2014 11:30 with a volume of 564
(MSCF). The event lasted for 180 minutes. Flaring occurred due to depressuring the 9A common line shutdown for
planned maintenance. Flaring stopped when depressuring was completed.
9/12 FS3
A flaring event occurred at FS3 starting at 09/12/2014 00:01 and stopping at 09/12/2014 17:40 with a volume of 5250
(MSCF). The event lasted for 1059 minutes. The flaring occurred when STV -IP compressor 1802 unloaded due to a bad
gas controller. The problem was found, the 1802 compressor was shut down at 13:10, and the flaring stopped when the
compressor was restarted.
9/11 FS3
A flaring event occurred at The flare web application has reported a flare event (ID 8420) at FS3 starting at 09/11/2014
22:00 and continued into 09/12/2014 with a volume of 583 (MSCF). The event lasted for 120 minutes. The problem was
found on 9/12/2014, the 1802 compressor was shut down, and the flaring stopped when the compressor was restarted.

shutdown due to pressure controller malfunction. Flaring stopped when the equipment was repaired and re -started.
A flaring event occurred at GC1 starting at 09/23/2014 11:06 and stopping at 09/23/2014 18:08 with a volume of 3650
(MSCF). The event lasted for 422 minutes, and was due of depressurization of the PM2 line for maintenance.
A flaring event occurred at GC1 starting at 09/22/2014 02:58 and stopping at 09/22/2014 08:50 with a volume of 6230
(MSCF). The event lasted for 352 minutes. The event had a volume greater than 5000 (MSCF), and was due to loss of K-
7001 compressor. Flaring stopped when K-7001 was repaired and re -started.
A flaring event occurred at GC1 starting at 09/21/2014 04:04 and stopping at 09/21/2014 22:33 with a volume of 574
(MSCF). The event lasted for 1109 minutes, and was due to high transit pressure. Flaring stopped when gas production
was stabilized.
A flaring event occurred at GC1 starting at 09/20/2014 01:14 and stopping at 09/20/2014 16:30 with a volume of 2485
(MSCF). The event lasted for 916 minutes, and was due to high transit pressure. Flaring stopped when gas production
was stabilized.
A flaring event occurred at GC1 starting at 09/19/2014 11:05 and stopping at 09/19/2014 21:40 with a volume of 648
(MSCF). The event lasted for 635 minutes, and was due to high transit pressure. Flaring stopped when gas production
was stabilized.

A flaring event occurred at FSI starting at 11/11/2014 13:50 and stopping at 11/11/2014 14:30 with a volume of
205 (MSCF). The event lasted for 40 minutes, and was due to a smoke detection trip of the 1802 compressor.
Flaring stopped when the compressor was restarted.
Flaring events during restart of LPC following maintenance outage:
• A flaring event at LPC starting at 10/28/2014 00:53 and stopping at 10/28/2014 04:35 with a volume of
5 (MSCF). The event lasted for 222 minutes and was due to process upset while starting the plant.
Flaring stopped when the process was adjusted as needed.
A flaring event at LPC starting at 10/28/2014 04:38 and stopping at 10/28/2014 04:56 with a volume of
137 (MSCF). The event lasted for 18 minutes and was due to STV/IP compressor shutdown on low
suction pressure while starting the plant. Flaring stopped when the STV/IP compressor was restarted.
A flaring event at LPC starting at 10/28/2014 04:49 and stopping at 10/28/2014 05:21 with a volume of
254 (MSCF). The event lasted for 22 minutes and was due to process upset caused by a fluid slug
entering the plant. Flaring stopped when the plant process was adjusted as needed.
A flaring event at FS3 starting at 10/28/2014 08:45 and stopping at 10/28/2014 10:00 with a volume of 615
(MSCF). The event lasted for 75 minutes and was due to shutdown of the 1802 compressor for unplanned
maintenance. Flaring stopped when maintenance was completed.

(MSCF). The event lasted for 283 minutes, and was due to annex shutdown and associated flaring for depressure.
A flaring event occurred at GC1 starting at 11/19/2014 09:00 and stopping at 11/19/2014 20:30 with a volume of 6580
(MSCF). The event lasted for 690 minutes. The event had a volume greater than 5000 (MSCF), and was due to trip of
GLT compressor due to power load shedding s/d. Flaring stopped when power was restored and the plant restarted.
A flaring event occurred at GC1 starting at 11/20/2014 01:00 and stopping at 11/20/2014 06:30 with a volume of 2920
(MSCF). The event lasted for 330 minutes, and was due to backout of LP/IP compressors from transit system due to
performance issues.
A Flaring event occurred at GC1 starting at 11/21/2014 07:00 and stopping at 11/22/2014 with a volume of 6180 (MSCF).
The event lasted for 1020 minutes. The event had a volume greater than 5000 (MSCF), and was due to backout of LP/IP
compressors from transit system due to performance issues.
A flaring event occurred at GC2 starting at 11/17/2014 00:07 and stopping at 11/17/2014 01:30 with a volume of 231
(MSCF). The event lasted for 83 minutes, and was due to ambient -driven fluctuations in transit gas line pressure. Flaring
stopped when production rates were cut.

(MSCF). The event lasted for 165 minutes, and was due to STV/IP 1802 compressor shutdown to allow for testing of new
