Cortney,
i"ve discussed this with others in my office and we all agree that the OBA values and the meter difference value should
not be taken into consideration when calculating the total volume because those values pertain to contractual issues
between the BRU owners and the gas purchasers, and things that happen downstream of our regulated custody transfer
point, and are not the "physical' gas volumes that the AOGCC is concerned with. So block 6 on the 10-422 should be the
volume metered through the two custody transfer meters that we regulate and inspect. The flared/vented and fuel gas
volumes should be added to this number to get the total volume for block 14. If you want to put the OBA and meter
difference numbers in the Remarks box, but not include those numbers in the calculations, feel free to do that.

Hello Mr. David,
As I understand it the OBA (operating balancing agreement) imbalances are the differences between the pipeline
metered volumes and their allocated deliveries. How that translates to the 10-422 is that it appears that Conoco Phillips
has reported the allocated deliveries (to Enstar 170 and Harvest 8108) on Line 6 and the meter difference (sum of Phase
2 & 3 less pipeline metered volumes) and OBA imbalance on the Line 13.
When adding line 6 and line 13 together, that equals the sum of Phase 2 and Phase 3 meters, which is the custody
transfer point.
May I get confirmation that this is indeed how COP should have been reporting and how Hilcorp Alaska should continue
to report these volumes on the 10-422?

The Ultrasonic meters with Serial Numbers 11-0020-Q306068 and 11-0021-Q306068 (i.e., BRU Phase 2 and Phase 3
meters) are the custody transfer measurement meters that meet AOGCC requirements, see attached approval. Volumes
from those meters (alone) should be referenced in AOGCC production and gas disposition reports.
Please let us know additional clarification is required.

hope you're doing well today. As I've just completed my third month of reporting Beluga River, I want to confirm with
you that I'm reporting the volumes correctly; specifically line 6. and line 13.
Line 6. Sold to pipeline (this would include Enstar 170 and BRPL 8108 allocated volumes).
Line 13. Other (Phase 2 + Phase 3) — (170 metered + 8108 metered) + (Harvest OBA Imbalance + Enstar OBA
Imbalance)
When we add Line 6 and Line 13 it should equal the Phase 2 and Phase 3 meters.
My reporting is based on Conoco Phillips submitted state reports, under the assumption they were correct. Please
advise as soon as your time permits whether I'm on the right track or not.
