Chris gave us a run -down of the problems they've had. Concerning Anna, flaring of 235 MMSCF from Sep 2007 through February 2008 was in excess of total flaring for prior , Chris had previously documented this. The turbine compressor was oversized and a project to reduce fuel gas usageby 200 MCFD on the Anna. They pulled the compresser in Oct. 07 and had to go to flare. Basically poor planning lead to several months completion of the project and continued flaring. Management of multiple projects on the platform and associated planning /logistics with inexperienced workers, high head count, numerous weather delays. There were 2 different vendors for the gas compressor and VRU compressor - wrong sizing, lots of troubleshooting. They will be resizing the compressor at Bruce as well, but will make sure planning and equipment delivery, training, lessons learned are fully developed before starting work. During drilling at Anna, increased fuel needs for drilling in combination with a high intake pressure for the fuel to the compressor has lead to flaring at Bruce. Bruce feeds into the same pipeline that supplies gas to Anna. The compressor on Bruce can't discharge at that pressure, and to continue production they have flared the excess. They looked into options to reset the relief valve at the Bruce compressore, but this could not be done because of limits in the interstage cooler of the system. However, they have been able to reduce the flaring since May (still unclear as to how this was done). They will be done drilling at Anna within 3 months so any flaring caused by drilling will end. Cathy asked them where they place regulatory compliance in their priorities. Chris said 1st Safety, then reg compliance, then production. She also asked whether /how they are getting this to the operators. They said that they are working on it, and it is getting attention. Cathy indicated that if similar flaring - resulting from such poor planning - happens in the future, they should expect that we will be declaring the flaring as waste. Chris said he would agree with that. Jeff indicated that we have got their attention. On another note, at the Trading Bay facilities, Chevron flares crude oil vapors (apparently they received approval from ADEC) as the VRU was oversized. They are currently reviewing this further, discussing with ADEC, and are looking into upgrades to eliminate the flaring. This was do to the fact that there is some equipment (a gas compressor interstage cooler) in the system that has a maximum working pressure of 240#. So we are unable to raise the set pressure of the valve at this time. The good news is that since the third of May there has been no extra flaring on the Bruce other than when the compressor was down for maintenance. So for now our compressor is doing its job and we should be able to sell our gas instead of flaring it. As stated before, the longer term solution will be to improve the compression system. Chris stated: "In the case of the Bruce Platform their flare rate has recently increased due to drilling's fuel needs on the Anna. The Centaur AC generator that supplies all of the power for the drilling rig on Anna needs a fairly high (230 psi) intake pressure for its fuel. The pipeline that supplies this gas is the same one that Bruce produces into. The gas compressor on Bruce cannot discharge at that pressure and therefore if we are to continue with our oil production the only choice we currently have is to flare the excess. At this time we are looking ways to solve this issue and as soon as a solution is found we will reduce this flare." We asked why an intermediate compressor could not be set up. Chris stated: "We are working on raising the relief setting on our existing compressor so that we can get the gas into the line. Right now we are flaring around 80 -100 mcfd on the Bruce. I will check with our MOC coordinator and see where this task is at in the process." We understand from Chris's response that Chevron was considering raising the relief setting on the existing compressor. What is the status on the remedy for this flaring. The flaring at Anna was fairly significant - 235 MMSCF from Sep 2007 through February 2008. I would appreciate further clarification of why the Anna compressor installation and corresponding flaring of the associated gas took six months. This project was started by one engineer then handed over to a new facilities engineer just after the decommissioning of the existing compressor. Here are some of the challenges of this project as told to me by the facility engineer: 1. Very High head count on platform due to other ongoing projects (Crane replacement and Rig construction) during entire construction period. 2. Weather delays, months of bad weather severely affected transferring personnel, material, and equipment. 3. Transferring personnel from Bruce platform daily due to POB limitations, inexperienced work force, low worker productivity. 4. Change from original work plan of 24 hr crew to 12 hr due to inexperience work force for safety reasons. 5. Two different vendors for main gas compressor and VRU compressor, lead to further flaring on VRU system due to logistics and employee fatigue on long complicated startups. 6. Entirely new systems, lots of troubleshooting and pre - startup testing. In your letter to Jim Regg on December 6, 2007 you stated that similar work is planed for the Bruce Platform. Please give us a timeline /flaring estimate for this upcoming work. 1. For the Bruce platform, one of the lessons learned that I took away was needing to have a compressor module on top side to minimize flaring to a couple days versus months. There will be a look back for this project that will develop lessons learned further in the near future. As for the flaring that results from the drilling activity on Anna, I'm wondering why a small intermediate compressor wouldn't alleviate the problem. I understand that you have a multi -year drilling program planned at Granite Point. We are working on raising the relief setting on our existing compressor so that we can get the gas into the line. Once the compressor was shut down in October we had to flare all the associated gas because the new unit needed to go in the same spot. An electric driven compressor skid was installed over the 6 month period and as of mid February the new electric compressor has been online. The flaring rate on Anna is now back to its pre - compressor rate of +/- 7mcfd. Our fuel gas consumption rate has dropped and over time this project will provide a positive return on investment. In the case of the Bruce Platfonn their flare rate has recently increased due to drilling's fuel needs on the Anna. The Centaur AC generator that supplies all of the power for the drilling rig on Anna needs a fairly high (230 psi) intake pressure for its fuel. The pipeline that supplies this gas is the same one that Bruce produces into. The gas compressor on Bruce cannot discharge at that pressure and therefore if we are to continue with our oil production the only choice we currently have is to flare the excess. At this time we are looking ways to solve this issue and as soon as a solution is found we will reduce this flare. Please let me know if you require any more information on this issue.
