Thank you for the letter summarizing Chevron efforts to improve the reliability of the vapor
recovery unit ( "VRU ") on Granite Point Platform. The Alaska Oil and Gas Conservation
Commission ("Commission ") received your letter on December 12. 2007. In addition to the
rebuild of the VRU at Granite Point Platform, your letter also advises of efforts underway and
planned by Chevron to address similar reliability concerns with the VRU's on Anna and Bruce
platforms.
The Commission anticipates the completed work will have a positive impact on these platforms'
gas handling systems. Chevron is encouraged to continue evaluating projects that will extend the
equipment's life. The Commission recognizes Chevron's decision to maintain replacement parts
as positive mitigation for past failures that have resulted in long term flaring of elevated gas

on Granite Point Platform VRU reliability issues.
Dear Mr. Regg:
This letter is in response to Commissioner Norman's letter dated June 15 2007. Mr.
Norman requested the feasibility of updating the VRU on the Granite Point Platform, or
alternatively to identify other actions that can be taken to ensure the reliability of this
VRU.
On 8/18/06 the rebuilt VRU on GPP was put back into service and we have not had any
un- planned downtime on this unit since then.
We have had a couple of planned Platform shutdowns during this time period, so these
flare volumes are un- related to the VRU compressor skid.
At this present time the VRU on the Granite Point Platform is performing well. As a future
project we are looking at installing a variable speed drive on this skid to try and match
the RPM's with what the gas demand requires. This will prevent recycle gas from
potentially overheating this compressor and it should extend the runtime of this
equipment. Our inspection of this equipment indicates that it is now in good shape and
there is no need to replace it. We plan to keep in stock the required replacement spare
parts.
Also, on the Anna Platform, we are currently installing a new VRU skid along with a new
gas compressor. This is a significant project and should much improve the reliability of
the gas gathering system on that platform. In 2008 we will be doing a similar project on
the Bruce Platform.

We respond to your September 22, 2006, letter requesting additional information on the flare
volumes on the Granite Point Platform (GPP) between February 2, 2006, until August 18, 2006.
The increase in flare volumes was associated with safety issues identified on the facility. The
time lines and details for the identification and resolution of these issues are as follows:
February 2, 2006 through Nlay, 2006
We shut in the GPP Vapor Recovery Unit (VRU) when we identified high oxygen concentrations
in the gas lift gas system. Upon investigation, we found that there was a restriction in the blanket
gas piping to the crude oil tank. The restriction limited the available suction gas for the VRU
thus creating a pressure differential that allowed oxygen to work its way into the gas lift system
creating a potentially explosive mixture of gas and oxygen. We also identified the oxygen rich
gas as a potential explanation for some recent corrosion- related tubular failures in the GPP wells.
As part of our Management Of Change (MOC) process, our field personnel submitted a Field
Change Request (FCR) to eliminate the restriction. They shut down the VRU pending
implementation of the FCR. The project experienced some delays due to work over activity and a
piping tie -in that required a full platform shutdown.
June 2006
Upon completion of the work, we made an attempt to restart the system. The new piping
modifications created several shutdown and control problems thus requiring additional system
modifications. We initiated a second FCR to correct these issues.

After implementation of the changes in the second FCR, on July 12 we brought the VRU back on
line. The unit ran until July 20, when a bearing failed on the on the electric motor on the VRU.
We sent the unit in for repairs. The repair required parts for the pump which had to be ordered.
August 2006
The parts for the motor were received and the unit was repaired and shipped back out to the
platform. We restarted the VRU on August 18 and it has been running ever since.
In addition to the VRU safety issue, we have experienced a few platform shutdowns for
preventative maintenance and integrity management issues during the same time frame. These
events contributed to the increase in flare volumes. If a more detailed day by day breakdown is
needed, it can be provided upon request.
The time taken to identify and rectify the VRU issues may appear to be excessive at first glance.
But I assure you that Chevron has no interests in flaring excess gas as we have both field
operations and sales which depend upon the gas. Nevertheless, our first priority was (and
remains) to ensure that our platform systems are operating safely and efficiently. The work flow
process to identify the problem(s) and to develop a solution takes careful thought and planning in
order to avoid the introduction of additional risks into the system.
You also requested information on what we are doing to reduce flare volumes in our operations.
We have replaced several of our VRU compressors on other platforms with newer models and
we have installed a new type of gas lift valve (a "nova" valve) in several of our troublesome
wells. With this work and other system modifications, we have reduced our inlet -wide daily
average flare volume over 1000 mcfd (from a daily average of 3300 mcfd in January to 2130
mcfd in August), a reduction of over 35 %.

The Commission is continuing its review of the March, April, May. June, July and August 2006 Gas
Disposition Reports (Facility Report of Produced Gas Disposition, Form 10 -422) for the Granite Point
Platform (Granite Point Field). Preliminary indications are that the gas flared or vented greater than I
hour during these 6 months should be classified as waste.
Unocal indicates Flaring at Granite Point Platform during these months was attributed to the shut down of
the vapor recovery unit ( "VRU "). Flaring related to the VRU shutdown began March 7 and continued at
least through August 31, 2006 according to the monthly gas disposition reports received by the
Commission. The volume of gas flared greater than I hour during this time was reported as 15,065 Mcf;
there is insufficient information to determine if flared volumes reported as less than or equal to 1 hour
duration during this timeframe are also attributable to the VRU shut down. Supplemental information
provided with the gas disposition reports indicate troubleshooting, maintenance and waiting for parts to
be manufactured as reasons for the lengthy flare.
Before the Commission assigns a waste determination, Unocal is asked to provide any information it
believes affects the flaring authorization decision. Included should be what is being done by Unocal to
prevent recurrence of this failure (and the duration of the failure) for the Granite Point Platform VRU, and
the timeframe for restart of the VRU. The Commission is also interested in the identification of other
equipment susceptible to similar failure in Unocal- operated fields, and how Unocal intends to address the
potential for failure from a preventative standpoint. Information must be received no later than October
13, 2006.

Attached please find the March through September 2006 Gas Disposition Reports (Facility
Report of Produced Gas Disposition, Form 10 -422) for the Granite Point Field, Granite Point
Platform The Commission has authorized all flaring that is greater than one (1) hour duration as
shown in the Gas Disposition Reports for these seven months
Unocal responded to the Commission's request for additional information regarding the vapor
recovery unit ( "VRU ") on October 13, 2006 The initiating event was the identification of high
oxygen concentrations in the gas lift gas system, resulting from a restriction on the blanket gas
piping to the crude oil tank on the platform Piping modifications needed to eliminate the
restriction created further VRU shutdown and flaring A final incident resulted from the failure
of the VRU electric motor These cascading incidents relating to the VRU resulted in flaring
15,065 Mcf of gas A management of change process in place at the time for Granite Point
Platform further impacted flaring by requiring additional modifications to ensure proper
functioning and safe operation of the VRU on Granite Point Platform
A contributing factor to the duration of the flaring is the age of the VRU which has been in
service on the platform since the early 1970's Chevron indicates that replacement parts are
difficult to acquire and sometimes require manufacturing at a local machine shop Reliability
concerns were similarly addressed in late 1995 (letter to the Commission from then Unocal
Corporation dated January 10, 1996) Replacement of the VRU has been characterized by
Chevron as a long lead time item Your electronic mail message dated December 19, 2006
indicated Chevron would discuss reliability of the VRl' during meetings planned for January
2007.
The Commission is satisfied by the explanation provided in the October 13, 2006 letter that
Chevron has taken prudent steps to ensure no additional risks have been introduced into the safe
operation of the VRU on this platform as a result of the repairs The Commission has based its
authorization (flaring greater than one (1) hour duration during March through September 2006)
on the reports and a review of the additional information provided On or before December 15,
2007, Chevron is requested to report to the Commission concerning the feasibility of up- dating
the VRU on the Granite Point Platform. or alternatively to identify other actions that can be
taken w ensure the reliability of the VRU. Questions regarding this request should be directed to
