Gas Flaring or Vent Incident Exceeding One Hour
The amount of gas released and burned is minimized as much as is possible,
however gas is continually flared at the platform. The sources of the flared
gas are listed below.
1. Flare pilot gas,
2. Water oxygen stripping tower (waterflood operations),
3. Gas surges from well "heading" (gas lift operations) and
4. Excess fuel gas.
Weare investigating installing additional process equipment on the platform
that will enable us to dehydrate and export excess any fuel gas. Flared
volumes will be reduced further when this equipment is installed.

Shane, I see the attached letter to this months gas disposition reports
explaining gas flared incidents exceeding 1 hour. We need something like
the attached form, for these headings are tracked in our database. We
need this break out so we can see what the problem is for each platform. I
put an X in the columns for info we really need. Could you please send
something like the form I attached to this fax. Thanks.

Attached please find the approved "Facility Report of Produced Gas Disposition" for Middle
Ground Shoal (MOS) Platforms A and C. Authorization is granted for the volumes of gas flared
greater than one (1) hour for events during the months of June and July 2002.
A significant volume of gas has been flared each month at MGS platforms A and C. The Alaska
Oil and Gas Conservation Commission (AOGCC) identified the volumes of gas flared as a
concern in our letter dated December 24, 2001. In response, XTO Energy (XTO) developed and
has attached a generic letter to supplement the monthly gas disposition reports. The letter states
that XTO is "investigating installing additional process equipment on the platform" that will
allow excess gas (other than that needed for lease use) to be exported in lieu of flaring.
We have contacted Mr. Shane Alexander (XTO Sr. Facility Engineer) on several occasions
dating back to June 7 to obtain a specific work schedule for the MOS Platforms A and C. An
exchange of electronic mail messages in early June indicated that XTO was receiving quotations
and completing installation drawings, and should have the "project completed by the end of the
third quarter." To date, we have received no formal work plan and continue to receive monthly
gas disposition reports, with the attached generic letter, requesting approval for excessive gas
flaring. The AOOCC has remained flexible to this point in approving XTO's monthly gas
disposition, and we believe sufficient time has elapsed to complete, at a minimum, the planning
and engineering phase of the gas handling enhancements.
This letter is to advise you that, beginning October 1, 2002, the AOGCC will not approve
volumes of gas flared greater than one (1) hour as provided in 20 AAC 25.235(d) without a
specific timeline to complete the work XTO has planned for MGS A and C. The volumes noted
as "excess" (waterflood oxygen stripping tower gas; gas surges from well "heading"; excess fuel
gas) would be deemed waste and may be subject to penalties AS 31.05.150(e).
