This volume was reported under events greater than one hour on the Excess Flare Log Report attached to April's Report of Gas Disposition (Form 10-422). On the April report, Unocal reported 9,628 mcf of gas flared under events less than one hour, 389 mcf under events greater than one hour, and 138 mcf under pilot or purge, for a total of 10,155 mcf. The vast majority of the gas flared during April is attributed to normal flaring less than one hour as a result of production well spikes. The actual volume of gas flared during the April 20 fire is relatively small because all production from the platform was shut-in in direct response to the fire. Essentially, almost all of the gas flared during the incident was limited to the volume of gas purged from vessels and piping following production shutdown. On April 20, 2002, the King Salmon platform experienced a fire that resulted in activation of an emergency shut down. I chose to investigate the flared volumes, comparing results to previous months to determine if the volumes were reasonable, and to determine if part or all ofthe "<1 hr" volumes should be reported as part of the SolarN ork compressor failure. To understand the significant increase in gas volumes flared "< 1 hour", Unocal was asked and provided a list of the individual flare events for December 2002. I have reviewed the information provided by Unoca1; I also reviewed the gas process flow diagram for King Salmon (available in Commission files) from past correspondence regarding King Salmon flaring. The platform has 3 gas compressors - SolarNork, Worthington (multi-stage), and Solar/Solar. Gas compression does not solely rely on a single system: SolarN ork - receives gas from inlet gas suction scrubbers (2) downstream of production separators and is sent to the gas fuel system after final scrubbing; Worthington - receives gas from inlet suction scrubbers (2) downstream of production separators; used for gas lift gas; Solar/Solar - receives gas from new inlet suction scrubber only; used for gas lift gas. "Fuel gas" is received from Trading Bay Production Facility (onshore) and from Well K-20- gas is used for or is used for gas lift. King Salmon has a history of well production spiking that causes short duration gas flaring; previous discussions with Unocal has provided information about this tendency. A review of gas flaring from the past 2 years, including charts of separator pressures, confirmed that the volumes of gas flared are consistent with past practice under normal operations. Information provided by Unocal for December 2002 indicated that nearly all flaring events are attributed to well spikes, with a portion tied to the SolarN ork failure. Based on my review, the volumes of gas flared at King Salmon appear to be reasonable given: So1arN ork shut down 4 days; I was not able to determine if any of the 23,605 Mcf of gas listed as "<1 hr" should be included in the volume reported as "> 1hr"; Unocal's detailed daily reports for the flare events does give a breakdown « 1 hr; > 1 hr) that appears reasonable.
