Swanson River flaring
Subject: Swanson River flaring
Date: Thu, 4 Oct 2001 09:50:07 -0700
From: "Johnston, David W -Contract" <johnstond@unocal.com>
To: "McMains, Stephen E -Vendor" <Steve_McMains@admin.state.ak.us>
CC: "Bounds, Janet G" <boundsj@unocal.com>
Steve,
Another heads up on flaring. Unocal is planning to empty the existing
propane tanks at Swanson River prior to removing and replacing them with new
tanks sometime next month. The majority of the propane will be emptied into
the sales line, but because of some small internal risers in the tanks, a
residual volume of propane will be left in the bottom of each tank. This
tank design keeps impurities that settle to the bottom of the tanks from
going out to the sales line. Because Unocal will not have sufficient
pressure to blow the residual liquids in the tanks to the pressure drain,
the only option to fully empty the tanks and allow for cleaning is to send
the small volume of residual. propane to flare. Unocal anticipates flaring
about 8.67 mscf of propane for each of .its three tanks. The actual volume
flared will be reported the October 10-422 report.
