Date: Mon, 1 Apr 2002 13:53:40 -0900 From: "David Johnston" <djohnston@hoeflernet.com> To: <cammy_oechsli@admin.state.ak.us> CC: "Faye Sullivan (E-mail)" <sullifw@unocal.com> Cammy, In response to your questions concerning past flaring from Trading Bay Production Facility in March 2001 and Steelhead Platform in January 2001, I consulted with both facilities and was told the following: Trading Bay Production Facility: A higher volume of Crude Oil Vapors (COVs) than normal was flared during March 2001 because the Joy #4 compressor was down for repairs. Under normal operations when the Joy #4 compressor is running, less COVs are produced. Steelhead Platform: A major failure of the gas lift compressor occurred in January. To avoid shutting in wells and harming ultimate recovery, the platform routed sales gas to the wells to serve as lift gas. Normally, excess lift gas is routed to the sales line for shipment to shore. When sales gas is routed to the wells, however, the option of sending the excess "lift/sales" gas to the sales line is precluded. Instead, the excess "lift/sales" gas must be flared. Unocal has since installed electric submersible pumps, which will make a repeat of this problem unlikely. Hope this helps. Please call if you require additional information.
