This upset resulted in eight separate flaring events during the next 10 hours, all of which were less than one hour in duration. At 16:10 there was a brief five-minute flare event which was completely unrelated to the earlier plant upset. The total volume flared for the day was 5925 MSCF. 01:40 Event Initiation At 01:40 the LP Economizer (a liquid propane process vessel in the propane refrigeration system) outlet emergency isolation valve, tag F-122AV, came off open limits for unknown reasons. The OSD (operational shutdown) logic associated with this valve initiates a shutdown of the two propane refrigeration compressors, tags 1806 and 1856. The two propane compressors shutdown as designed. The propane refrigeration system cools the feed gas down, liquefying the MI and NGL components, which are separated from the lighter gas components in the LTS towers and sent to the stabilizers. It is at the stabilizers where this liquid stream is separated into the MI and NGL fractions. With the loss of refrigeration circulation, recovery of MI and NGL stops. The MI compressors (tag 1805 and 1855) experience a loss of feed and unload. There are still residual MI gas volumes generated in the stabilizers, but in insufficient quantities to operate even one MI compressor at part load. This gas is then vented to the flare to protect the stabilizers from overpressure. Due to the unknown reason for the propane compressor trips, Instrument Technicians were called out to troubleshoot the problem. Having not found any problem and no reason not to safely restart the propane compressor units, it was at 03:55 that 1806 was given a restart attempt and 04:05 that 1856 was given a restart attempt. 1806 failed to restart due to problems with the WHRU (waste heat recovery unit) on the exhaust. 1856 restarted but would not load due to problems with the turbine second stage nozzle controls. 1856 was able to provide some cooling effect, but only a minor amount. It was left in this condition and manpower was diverted to get 1806 operational. At 04:20 CGF tandem compressor 1886 shutdown due to a false high level in the second stage suction scrubber. This was due to the compressor processing heavier gas due to the loss of refrigeration. This unit was successfully restarted at 08:30. At 06:45 refrigeration compressor 1806 is successfully restarted and loaded, having fixed the WHRU problems (found to be limit switches). The first MI compressor, 1805 is loaded successfully. At 10:00 refrigeration compressor 1856 turbine second stage nozzle control problem is fixed and the unit restarted and loaded. The second MI compressor, 1855 is loaded successfully. The last of the flaring for this event was at 11:00. The total time duration for the eight flare events due to the plant upset was 253 minutes. Throughout the field a total of 41 wefts representing 1.264 BCF/D were either shut-in or pinched back to eliminate flaring for this event. Regarding the statement you asked to verify, what is stated is correct with the exception of the 1/31 comment. Beginning with this January 1999 Gas Disposition Report, the flaring events listed include only events > 1 hour and/or > 5MM. The 1/31 event was less than one hour but greater than 5MM. Please let us know if you need additional information: Date: June 16, 1999 Duration: 630 minutes Volume: 2,680 mscf This flaring was associated with surge testing of the CGF 1805 miscible injectant compressor train following its upgrade as part of the MIX Project. It is important to test with the same gas composition the compressor processes in normal operation. During the testing, it became clear that the buffer gas in the shaft seal system (part of the safety system design) was leaning out the gas composition and would require the bleeding of gas out of the system during the test to maintain a stable process gas composition in the compressor. The long duration was due to problems experienced with the system flare valves and recycle valves that made it difficult to obtain operational stability. Date: June 19, 1999 Duration: 540 minutes Volume: 2,297 mscf See description of 6/16/99 event. As an aside, we will also be performing similar surge valve testing on the second MI compressor, unit 1855, following it's upgrade late in the month of July or early August. This event was what was referred to at the end of the 6/28/99 note below. The facility was able to complete the testing in one event, rather than the two events it took to complete the testing of Unit 1805 in June. Date: August 3, 1999 Duration: 570 minutes Volume: 2,300 mscf See description of 6/16/99 event. This completes the surge testing for this unit at this time. As a result of this testing (and that done in June) problems were identified and surge valve internal part replacement will be necessary. This is scheduled to occur next month (September) during a scheduled outage. Similar testing will be required on each compressor again to verify proper performance of the modified surge valves.
