Flar$ explanation for CPF 1 Flare e~+eflt of 5/3/x9
potation 153ta hrs. to 2345 hl'S. 496 rnlnutes/ 8.26 hrs.
Description of incident: The two STV gas compressors which compress low pressure gas from
the secondary separator, electrostatic coaiesCEr, crude surge drum and ether lessor sources
rhutd4wn due to unknown cause at 1530 hrs. oI15/~J9. After several aperatignal restart attempts
maintenance technicians were brought in to troubleshoot the problem. At around 16Q0 hrs. the
cause was Kientified as $ ground fault but thc+ location of the problem was unknown. Overtime
was authorised and personrlal were scheduled tq cane in aft@r mid-night to relieve personnel
wor'k'sng an the problem so the trouialeshaoting could continue on a 24 hr. basis, if deeded. The
gratrnd fault was located, repaired and the compressor was on-line at 2345 hrs.
Action taken to mimmiza the event:
Initial action
^ Crude surge prom pressure was increased tQ 15 psi from 8 psi during the event to increase
the vapor pressure and hold as much iow pressure gas in solution as possible
As soon as it was determined thatthe compressor wouldnY be restarted
• Purge gas sources which normally go to the SN compressor were temporarily reduced
^ Gas liquids off of the seFgnd stage suction scn,bber was vaporised by besting up the gas
and compressing it in gas lift gas in place of lolling them be dumped Deck tq the secondary
separator where they would flash t1p be compressed by the STV compressors
^ +Dvet~mia was authorized end personnel scheduled tq come in mid-shift sa troubleshooting
could be sontinuouS until problem was corrected.
Aftemative action
The only other option was a complete CPF facil"ny shutdawn_ The flaring associated with a facility
shutdown send restart would have been greater than the 1351 macf flared in this event.
