Tom Wellman, Kuparuk Staff Manager, asked the Commission for guidance on allowable
flaring during their LSEOR tie-in work. After internal discussion at the Commission, the
decision was made to allow up to 48 hours flaring for facility upgrades, as long as
measures were taken to reduce the amount flared when possible by shutting in high GOR
wells. I called and gave Bill Masino, Kuparuk Production Supervisor, this advise
verbally.
Mr. Wellman's estimate of flared volume was 120,000 mmscffor the upgrades, which
would center around a TAPS slowdown 09/11-12/95. The facility upgrades at CPF2
required flaring by both CPF2 and CPF3. 103,149 mmscfwere flared at these facilities
due to the upgrades. High GOR wells were shut-in as well during this time to reduce the
volume of gas flared.
CPF1 also reported flaring associated with tie-in work from 10/26-10/29/95. Total
volume flared was 28,128 mcf. The work encompassed tie-ins of a new transformer for 3
modules, installing a new switch gear and MCC's. They had to also tie-in new wiring in
support of these items. The transformer also supplies power to the STY compressors.
Circuits had to be de-energized to safely complete the work and this required shutting
down the STY compressors. Crews worked around the clock on the equipment upgrades,
but it did take longer than expected. Since the STY compressors take suction from many
low pressure sources, production rates would have to be significantly reduced to have any
impact on the flaring. Typically, nothing is done to minimize flaring associated with a
STY compressor for this reason.
Although the CPF 1 tie-in work took longer than the approved time frame, I recommend
that it also be approved.

All of this was required in support of the LSEOR e"Xpansion,
Construction crew s were scheduled to work two" twelve hour shifts per day to minimize downtime
and optimize installatíon. Although crews worked this schedule unti) completion, the work took
longer than originally anticipated.
The STY compressors are electrical driven and receive power tì'om some of the common items that
were being upgmded above, Circuits needed lO be dc-energized 10 safely complete the work.
Therefore no power was available for the STY's.
Because the STY Compressors take suction from multiple low prcs¡;¡ure sources and the reduction of
overall oil rate or well count does not havc a direct correlation on STY gas to be compressed there
was no reduction in production rnte.

Re: Kuparuk Facility Upgrades-Preplanned Flaring
Dear Mr. Dave:
This letter is provided in order to inform your office that ARCO Alaska, Inc.
will require gas tlaring to facilitate electrical upgrades associated with
Kuparuk's Large Scale Enhanced Oil Recovery project. A description of
the event follows:
Electrical upgrades will be initiated on the Central Production Facilìty
(CPF) #1 at Kuparuk starting October 23, 1995, and last approximately 3
days. These upgrades consist of removing an existing transformer and
instaJling a larger transformer and new switchgear to allow implementation
of the Large Scale Enhanced Oil Recovery (LSEOR) project. Installing the
new transformer will require a complete electrical shutdown of the CPF-1
NGL Plant and the Stock Tank Vapor (STV) Compressors.
The STV compressors take the low pressure sources of gas from the facility
and compress them so they can enter the gas lift compression system.
With the STY Compressors down, their normal gas throughput must be
flared. This means CPF-1 will be flaring approximately 6 MMSCFPD for
the entire length 01 the shutdown. A plan has been developed to ensure
the time that the STY compressors are down ìs minimized, and therefore
flare volumes are also kept to a minimum.
Flaring impacts due to the NGL plant being out of service should be

Dear Mr. Wondzell:
Enclosed is a written report for an accidental loss of gas that recently
occurred at our North Slope, Kuparuk facility. This release was reported
verbally to your office. The enclosed written report fulfills the requirements
of 20 MC 25.205.
The release which occurred at CPF-1, reported to you on June 16, 1995,
was a gas release only. A Flare/Venting Incident and Excess Emissions
report form is attached describing this incident.

An experienced person was working inside the panel, but he made a
mistake, causing the plant shutdown. This is a rare occurrence. The
volume flared was the depressurization volume.

the valves so they could be shut down for
isolation. Block valves were shut at 4:00 a.m.
on 2/7, by 5:00 am. the cooler was depressurized.
Through nitrogen pressure tests.' operations
identified the leak in the bottom. northwest corner
tube.

Cause of flare was due to NGL plant
being depressured & STY compressor's
pressured up. Eliminated flare by shutting
in wells to reduce gas volume.
Due to line blockage, the liquid outlet of the STY UNPLANNED
scrubber became retricted creating a high level
condition which shut down the STY compressors.
This caused a high pressure condition on the
system and flaring incident occurred.
Worked diligently at removing obstruction
& upon doing so the STY compressors were
restarted & flaring discontinued.

I spoke to Hurley Scherffius on June 21, 1995 about the following event that was reported
for February:

02/01/95
Reliefvalve PV-1202 B injection gas vent to flare opened and wouldn't
reseat.
The valve was repaired by instrument techs. I asked about the length of
time involved and he was checking into it to see why it took so 10ng.I
spoke to him again on 6/26 and he said that the valve was extremely hot
and they had to wait for it to cool down before they could start working on
it. During that time they did nothing to reduce flaring. 500 mcf flared.
02/03-07/95 Injection gas precooler tub leak.
The tube bundle on the precooler tub is outside, up on top of the plant,
about 5' in the air. They are aerial coolers. The bundle consists of about 30
1" pipes. One in the middle had a crack and there was a crack on the tube
bundle frame, too. They talked to Blair Wondzell about waiting and fixing
it all at the same time. He said to keep the commission informed about the
situation. The temperature was about -35 deg. F.

Accidental gas release
They had no record of this event and he was calling the environmental
group to get specifics on it.
02/27/95
NGL plant SID for small scale EOR plant tie-in
EOR is enhanced oil recovery. This is a new building and had to be tied
into the existing piping. Lines had to be depressured and blocked off. The
volume flared was the depressurization volume.
02/28/95
Liquid outlet of STY scrubber restricted, causing STY compressor SID
The heating coil malfunctioned, causing the fluid temperature to drop. Ice
built up and blocked the line. This caused a high liquid level condition
which in turn caused the STY compressors to shut down. The blockage
had to be removed and this took most of the day. Nothing was done to
minimize flaring because they were using the gas stream to help thaw out
the line. He said this type of occurrence is extremely rare.

I spoke to Lindsey Clark on June 16, 1995 about the following event that was reported for
January:

"C" Gas lift compressor tripped off line due to instrument malfunction
The operator was going to check the readings on the compressor. This is done about 8
times per day. This gas lift compressor handles about 1/3 of the gas going through the
plant. The compressor failed as he went to adjust the selector switch on the control panel.
As a consequence an inlet valve to the plant (1002 valve) closed. They shut wells in and
troubleshooted the compressor until they got it going again. Then they had to bring the
production back up. The root cause of the problem was found on the 20th, when the
compressor failed again, although less than an hour this time. Over time a biuldup of really
fine metal shavings had taken place ITom switching stations on the control panel and the
quantity was sufficient enough to conduct between the metal contacts on the
thermocouple. These selector switches were put in when the plant was built and have
probably been moved thousands of times by now.
