Gas Cons. commission ~, -'. \ leßCbOrage e e CPF 2 Facility Upgrade-Rare Event September 11-12, 1995 Facility upgrades were completed to the Central Production Facility (CPF) #2 at Kuparuk September 11 & 12, 1995. These upgrades consisted of making tie ins to the high pressure gas distribution system at CPF2 to allow implementation of the Large Scale Enhanced Oil Recovery (LSEOR) project. These tie ins required a complete shutdown of the high pressure gas injection system at CPF 2 which accounts for half of the gas injection capacity at Kuparuk. A plan was developed to minimize the impact these upgrades would have on the field. An overview of the operational plan for this event was presented to the AOGCC in advance of the shut-down. Under this plan the Kuparuk River Unit would flare a moderate amount of gas during the LSEOR tie in work. The AOGCC at our pre-event meeting considered this flaring to be proper lease usage. By keeping wells on line we were able to keep oil coming into the plants, which reduced oil rate impacts and allowed us to better utilize our divert tank storage capacity. Flaring also allowed us to keep more wells on line and our rotating machinery turning longer. This lowered our risk and cost of extended downtime from wellbore freeze ups or equipment startup complications. We also took the opportunity to complete various maintenance activities during this time since the facility upgrades were scheduled to coincide with a Trans-Alaska Pipeline (TAPS) shutdown. The plan was to shut in high gas/oil ratio wells to reduce flaring, yet still flare up to 60 MMSCFD for two days. This gave us a planned total flare volume over the two days of 120 MMSCF. The actual volume was well below that target. With the common gas tie line between the facilities, flaring took place at both CPF 2 & 3 during the two day period to support the activities.
