shutdown of the CGF boosters, caused the 1802 STV compressor to unload and flare
intermittently for 140 minutes. l=ive successful attempts were made to reload the
compressor using the flare bypass valve, as shown by the intermittent flaring times listed
on the flare report, but increasing ambient tempera#ures continued to unload the
compressor. At 9:30 AM preparations began to start the standby compressor {1801) and
commonline production was routed from the FS1 Annex to the existing facility. The '1801
compressor started on the first attempt at 10:00 AM; was allowed to warm up for thirty
minutes and loaded at 10;31 AM. 1$02 was shutdown and flaring ceased at 10:37 AM.
At 5:00 PM that day, ambient temperatures and dropping production rates again began
causing the compressor to unload. Opening the flare bypass valve helped briefly, but
ambient temperatures dropped when it began to rain, allowing the compressor to operate
normally.
Low process loads require increase gas recycling to prevent compressor surging. High
recycle rates increase gas temperatures and decrease the ability of the compressor to
compress gas.

On June 7, 1998, at 20:44 hours, the 1802 gas generator tripped off line due low hydraulic
control pressure. Operations personnel Chec-ced the unit and found the hyl3ravtic oil reservoir
empty and refilled the reservoir, but were unable to Iccate the Teak which had emptied the
reservoir. Because the hydraulic oil pump does run unless the unit is starting or running, they
attempted to restart the unit at 21:10 hours.
The unit tailed to start tlt,e to tow hydraulic pressure; caused by air accumulation in the hydraulic
controls system. After the gas generator roiled tc a stop and the shutdown sequence completed.
the operator again attempted to start the unit at 21:19 hours. The second start sequence failed
when the power turbine failed to reach the speed necessary to satisfy the start sequencer in th2
allotted time, and at 21:30 hours, the Lead Operator called out tvro InstrurnEnt teohnicians to
assist in starting the unit. They arrived at 21:40 hours.
Far safety rea3ons, and to facilitate finding the leak, the Qperators ~emdved the grating
surrounding the engine and cleaned up the spilled hydraulic oil from beneath the turbine. They
initiated a third start attempt at 22~t4 hcurs with the Instrument Technicians an site. During this
attempt the operator monitoring the turbine was able to identify the leak and the unit wa3
shutdown for repair.
Two of the hydraulic control lines had been rubbing together, warn through, and caused the leak.
After replacing the hyorauiic lines, and adjusting the speed governor, a fourth start attempt vvas
made at 23:!)0 hours. The unit started rorrnally and ramped to idle at 23:18 hours. The Qperator
drained a high level in a seal drain pot, to clear a high level alarm, and allowed the unit to warm
up for a few minutes to mitigate any vibration problems that might be encountered during
acceleration of the void turbine. The unit accelerated and loaaed normaity; +laring ceased at
23:26 hours.
The spa*e unit, 1801, which normally would have been started when 1802 failed to start, was
unavailable. It hdd been removed from the compressor unit on June 5, to complete 2 scneduted
4,000-hour Inspection.

Volume flared: 150A MSCF
Time on flare: 333 minutes
The event occurred while servicing a PSV for the B gas train cooler. (This was a
routine PM function.) In order to test a PSV in this service, the upstream block
valve is closed, isolating the pressure source, and the PM conducted. Normally,
the PSV is actuated, reseated and put back in service. In this case, the PSV
was actuated and would not completely reseat. The failure to reseat would
normally be anon-event, but in this case the upstream block valve was also
leaking. After a short time, the leak rate through the closed upstream block valve
and partially seated PSV caused law level flaring from the third stage HP/1P flare.
Once this flaring was traced to the leaking PSV/ block valve pair, isolation
procedures were initiated. Mechanics were sent to try to stop the block valve
leakage by actuating the valve and then by pumping sealant into the valve body.
This effort failed and the decision was made to cut rates and to isolate the entire
gas train.
The gas train isolation then ran into problems when one of the isolation valves
would not seal off. This delay compounded the flaring event and led to a more
extensive isolation of additional plant coolers. Once the final valve was isolated,
the depressurization went smoothly.
