The process upset occurred when FS3 1803 LPS Compressor tripped off-line due to failure of over temperature protection micro-processing logic card. It was reported that this upset flared 30,556 MCF and your letter referenced the flaring incident occurring from 4:30 p.m. until 8:10 p.m. From our operations logs, the FS3 Compressor was down from 4:50 p.m. through 10:40 p.m., nearly 6 hours. The FS3 Flare event occurred from 4:50 p.m. through 8:10 p.m., approximately 3 hours and 20 minutes. This is 20 minutes shorter than what was referenced in your letter (The handwritten flare report copy was hard to read and may have been interpreted as 1630 hrs. vs. 1650 hrs.) Corrective action ~n~as taken immediately to mitigate the process upset. Withi.r_ the first 40 minutes of the event, FS3 Operations attempted two restarts on the machine. The turbine nearly ramped up to full speed during the first attempt before tripping off-line. This lead the FS3 operator to focus attention toward performing a second attempt to restart the compressor since the first attempt was nearly successful. After the second attempt to restart the compressor failed, the Eastern Offtake Specialist provided FS3 a list of wells to shut-in in order to reduce gas volume at FS3 and mitigate the flare event. The well list was sent to FS3 at approximately 5:30 p.m. From this time, FS3 Operations began to shut in and pinch back wells to reduce the flare volume while FS3 Maintenance and Operation continued to work on the machine. A total of 6 wells were shut in and 9 wells were pinched back during this upset to alleviate the flare event. Also note that this upset was handled during operator personnel shift. changeout. From 5:30 p.m. to 6:15 p.m., wells 6-2, 15-47, 7-23, 6-3, 15-42, 14-2, 14-19, 15-41, and 15-28 were pinched back to minimum flow for an estimated 255 MMSCFD gas cut. The attached production graphs show how FS3 oil rate and field gas rate were cut during the upset event. As these low pressure wells are cut back from the system, the dynamics of the system causes the pressure in the inlet vessels handling the low pressure production well to decrease. The decrease in pressure will in turn cause a momentary surge in production from the wells left on-line. This can make it difficult to realize the effects of the corrective action taken to alleviate the FS3 flare incident. However, as these wells were shut in/pinched back and the dynamics of the system stabilized, flared gas volume decreased. The Flow Station 3 flare event ended at 8:10 p.m. Flow Station 3 Maintenance continued to troubleshoot and work on the machine until 10:30 p.m. when personnel replaced the over temperature micro-processing card which was found to be the cause of the shutdown. The compressor was returned back to normal operation at 10:40 p.m. The wells that were previously shut in and pinched back were brought back to normal service shortly thereafter. I hope this letter provides you with additional information you need regarding the June 24, 1997 FS3 LPS compressor upset and the actions taken to mitigate the associated flare event.
