I just have a few questions, though. How much flaring was cut by shutting in the two wells and lowering the Crude Oil Surge Drum's temperature, and when were these actions taken? Also, you said that "the 1802 unit was found to be in good operational condition..." Was an inspection performed prior to taking 1801 down? As you are aware the only way we get out of flare in this situation, until the unit is restarted, is to shutdown the entire facility. We've drafted up this supplemental information for this incident and I wanted to run it past you before we incorporate it into the monthly report data. I'm just trying to be a little proactive here so you don't have to ask for better clarification later. Please let me know if you feel this is sufficient. If so, then we'll include this into the report as is. This upset resulted in one continuous flaring event during the following 10.1 hours. Due to unavailability of the spare compressor train and the increased flaring consequence of shutting down the entire facility to eliminate the relatively low flare rate, the station was forced to flare the process while the unit was troubleshot and restarted. The total duration of the flare was 606 minutes and a total flare volume of 6,047 Mscf. General Information At 07:39 hours the 1802 STV/IP compressor train shutdown on what appeared to be a High Discharge Temperature alarm. The restart was unsuccessful and the Instrumentation Department was called, whereupon a protracted series of repairs began. These included jumpering the speed switch, replacing the speed switch, adjusting the IGV's, replacing the speed probe, and calibration of all pertinent items. These activities covered a time period from 08:15 to 17:45 hours. The entire troubleshooting effort covered nine start attempts during this period. It is important to note that there is normally an available spare compressor train for this process. In this instance, unit 1801 would serve this function. However, the gas generator for this unit had been previously removed for a scheduled 18,000-hour maintenance inspection and had not been reinstalled prior to the 3/7 event. Prior to removing the 1801 gas generator and thus preventing the 1801 unit from acting as a spare, the 1802 unit was found to be in good operational condition and expected to perform satisfactory during the 1801 maintenance duration. This is considered normal practice and due to the high reliability of the STV/IP units does not frequently result in extended flare durations. It is also important to note that two wells were shut into help reduce the flaring at Flow Two. Also the Crude Oil Surge Drum's temperature was lowered and the pressure raised to reduce the flare volumes. 3/16/99 PWA FACILITY: ~ 11" ~ 3 ~l$ FLARE GAS VENTING REPORT ARCO ALASKA, INC. • PRUDHOE BAY/GPMA/KUPARUK Flow Station 2 PERMIT NO. 9473-AA011 Date of Occurrence: ~ ~ dare ^ vent (m /dd/yy) (Check Selection) Total Volume Flared: ~~~MSCF BBLS Meter NO.: (ey Facility) ^ Planned Unplanned (Check Selection) Time of Occurrence: 00_00 2400 Mi From: From: ~7~'39' To: ~c~ To: _ 6O From: To: From: To: From:. Instrument technicians were called and the part was repaired. 1700 First start attempt failed due to STV Thrust Bearing High vibration. 1730 Second start successful and 1802 T/C came up to idle speed. 1733 1802 fully loaded and off flare. The total duration of the flare was101 minutes and a total flare volume of 932 Mscf. Upon inspection by the technicians, severe valve positioner damage was found on the IP compressor recycle valve. The positioner rod that connects to the actual valve stem had, this time, sheared it connecting bolt. This required a dismantling of the valve bonnet and extensive reworking of the internal valve parts. These repairs required approximately four hours. When complete, 1802 came on line with the first start and we went off flare The total duration of the flare was 249 minutes an a flare volume of 2,358 Mscf..
