Subject: Flow Station 3 T/C 1803 SD, July l3, 1966

Pcr your request the following information is provided regarding the subject flaring
incident. A low pressure compressor at FS-3 tripped off line at 1630 hours on July 13,
1996 due to a high ten~perattue tndtcation and alarm an the T/C power supply unit This
high temperatunr indication largely resulted from the high ambient temperal:ure conditions
existhig that day.
The turbine was cranked in an effort to rcdttcc the unit's temperature. Several attempts
were made to restart the T(C unit, starting as early as 1 S minutes after initial trip. Minor
adjustments were ultimately made to the louvers on the waste heat. recovery unit to
facilitate and expedite the restart process. In total, six restart attempts were made prior to
successful restart at 2000 hrs. By 2015 hours, the snit was fully loaded, and flaring
ceased,
When tlic T/C went down a prudent decision was rnadc to attempt to restart the tJnit in an
expeditious a manner as possthle, thus ending the flare and minimizing the volume of ga<s
ultimately flared. It. was anticipated that restart could Ue achieved in less than 30 minuses.
13y contrast, shutting in pmduction to remove the necessity for flare would have taken
much longer, requiring shut in of 40 - .50°l0 of the Flow Station watcrflood production,
This choice would also have required significant adjustments to gas lift and gas tranhit
system operations slid would have placed other Flow Stations and Gathering Centers in
significant risk of flaring while the production shut in was initiated and optiinizcd. With
restart of the T/C ucut expected every 15 to 45 minutes, it appeared restart of the unit
continued to be the most efficient manner of minimizing the volume of gas flared.
