Subject: FS 1 flaring event, August 19, 1995
Flow Station 1 compressor TIC 1803 shutdown on August 19, 1995 for no apparent
reason. The compressor was restarted after repairing the waste heat dampers limit
switches. 12,226 mcfwere reportedly flared from 3:05 to 4:45 a.m.
I spoke to Marty Scheerer, EOC specialist, on November 28 about the event. Nothing
was done to minimize flaring during this event. He could not give a reason why
production wasn't shut-in to minimize the flaring. He felt that since it was early in the
morning the operator probably didn't want to wake a supervisor and may have also
though the event wouldn't last over an hour. I sent a letter to John Minier, EOC
supervisor, also on November 28, 1995 asking him to submit additional infonnation by
December 15, 1995. He has not responded.
I recommend that the gas flared from 4:05 until 4:45 be declared waste, estimated at
4,890 mcf.
