A O V v N (~ y ~ 1 c°u rn CO c°n v N a -~ fl N January 2000 Endicott Flare Report Addendum uescneuvn of January 2, 2000 Flaring Incident: On December 29, 1999 a severe winter storm, the magnitude of which has not been observed in 10 years, impacted the entire Eastern Alaskan Arctic Coast. ~ At the Endicott Main Production Facility, beginning at approximately 7:00 PM on the 29th, the inlet filters to the main gas compressor (MGC) and water injection turbines began to clog up with blowing snow. Work crews were dispatched to manually clear the intakes but despite continuous efforts were not able to keep up with the rate of plugging. By 4:00 PM on December 30~h both MGCs and water injection pumps were forced to shut down and the Endicott field effectively went to a warm shut-in. Work crews concentrated their efforts on keeping the inlet filters to the power generation turbines clear during the Phase III weather which continued until January 2, 2000. With considerable fewer turbines, the Badami field was able to be maintained in operation and exporting oil to the Endicott pipeline during this period. With ambient temperatures averaging -15°F there was a risk of plugging the Endicott pipeline if the 11°F Badami crude was not displaced to Pump Station One before reaching its gel point at about 0°F. As a direct result of this risk, a reduced Endicott export rate of approximately 8,000 bopd was re-initiated at 8:30 AM on January 2~d. Associated produced gas was minimized and sent to flare. That same morning the storm tapered off enough for effective filter clearing to commence. After much intensive work removing and replacing filters both MGCs were restarted during the afternoon of the 2'd and the flaring eliminated. On the 3~d of January Pump Station One reported observing temperatures on the incoming Endicott pipeline only a few degrees above 0'F. As of mid-day on January 4th Endicott was back up to 90% rate. Action taken to eliminate cause: Evaluation of new turbine intake filters and/or automatic filter cleaning system currently under way. The booster compressors allow for the reintroduction of various low pressure gas plant streams back into the main gas compression system for eventual re-injection into the Endicott reservoir. Booster compressor under-performance has been a major contributing factor to Endicott upset flare volumes in recent months. Therefore, at the beginning of the this year it was decided to undertake a thorough overhaul of one of the two booster compressors at Endicott. On January 28, 2000 "A" booster compressor was taken off line for overhaul, leaving "B" booster as the sole unit capable of boosting low pressure gas back into the main gas process system. On February 18th at 3:50 AM "B" booster was manually shut down when it failed to respond to the controls system and reached dangerously high amp loads. With neither booster compressor on line the low pressure gas streams in the plant were routed to flare for safety reasons. To eliminate these gas streams, and the consequent flaring, would have required a full plant shutdown. However, in order to keep power and heat systems running during a shutdown it is necessary to back-flow a gas injection well into the plant. This normally results in an even greater amount of flaring and so the decision was made to keep the plant operating while repairs were made to "B" booster compressor as rapidly as possible. Due to the nature and extent of the repairs required it was not until 7:40 PM on February 20th before "B" booster was back on line and flaring ceased. Note: On February 28, 2000 "A" booster compressor was restarted after completing overhaul and is running strong.
