The even gas regeneration train reboiler shutdown. This was caused by a faulty stack temperature switch. Gas was flared while rates were being cut. Separation bank "D" shut down due to low flow rates while reducing production, requiring further rate cuts and extending flaring beyond one hour. 2. While bringing production rates up following even reboiler shut down, exceeded maximum gas capacity and discharged to flare. Action Taken to Stop Flaring: 1. Gas rates were cut until flaring stopped. Production continued 15 minutes at full rate while troubleshooting. Wells were shut in or cut back starting at 0859. A total of 640 mmscfd of gas was cut from 32 wells. Wells were choked back by sort program, starting with highest gas rate and working down the list. Production Control Center Operators Dale Hershberger and Mike Cowan made rate cuts. GC-1 Operators Paul Rumley and Wayne Kirchner troubleshot the reboiler problems and took action to stabilize the GC-1 facility. 2. BPX stopped bringing production rates up until wells unloaded and flaring was ceased. At request of EOC flaring was iniated from the Annex at a rate of 300 mmscfd. After determining that compressor restart was not successful rate cuts were started to put flares out. Action Taken to Stop Flaring: 1. After 40 minutes of flaring rate cuts were started. Cuts were made by both ARCO and BP Amoco. Initial cuts were made by GOR well sorts. BP cut a total of 221 mmscfd choked back 10 wells to minimum. The flares went out but line pressure continued to increase until HP flare on D bank 1st stage. Additional 6 wells were cut back to minimum making total gas cuts for BP 407 mmscfd. Arco choked back 39 wells equalling 930mm. All flares out. Friday, January 28, 2000 Page 1 of 1 .. High gas transit line pressure caused by CGF compressor problems due to 1883 tandem vibration problems. 2. Sk-18 IP compressor shut down because of a problem associated with power surge and a faulty 24v power supply card. Action Taken to Stop Flaring: 1. BPX reduced production rates and shut-in 6 wells equaling 100 mmscfd. ARCO reduced production rates and shut-in 17 wells equaling 350 mmscfd. Wells were shut-in or choked back starting at 0836 hours. 2. BPX flared the full amount of gas going to the compressors (prior to SD) at a rate of 30 mmscfd from 0930 hrs to 0945 hrs to allow GC personnel sufficient time to troubleshoot the source of the problem, and to attempt to restart the compressors. Between 0945 and 1015 hrs, BPX reduced production rates and shut-in 17 wells equaling 600 mmscfd, reducing the volume of flared gas to 19 mmscfd, the minimum amount of gas required to prevent black smoke flaring. The Carry Over Prevention System initiated t.PS flare valve opening to prevent contactor floodingn'EG carryover when gas rates exceeded the 1140 mmscfd operability limit. 2. Odd reboiler SD at 1105 hrs on high temperature when TEG circulating rates were cut due to a problem with the TEG HP circulating pump. TEG cirulation rates were returned to normal, but GC personnel were unable to restart the odd reboiler, and called out a Controls technician. PCG allowed the GG a short period of time to restart the odd reboiler, but when attempts were unsuccessful, per oparatiing guidelines, PCC requested the GC to open flare valves at 1122 hrs to minimize transporting wet gas to CGF/CCP. 3. Odd reboiler SD at 20:x0 hrs due to a blown fuse. Action Taken to Stop Flartnq: 1. BPX rerouted 2 wells totalling approximately 20mmscfd to the Annex; this move was initiated at 0916 hrs. BPX also stopped bringing production rates up until wells unloaded and flaring was ceased. 2. BPX reduced production rates and reduced chokes on 28 wells equaling approximately 420 mmscfd. Wells were choked back starting at 1130 hours. 3. BPX reduced production rates and reduced chokes on 32 wells equaling approximately 660 mmscfd. At 1105 hrs, the HP TEG pump P-118 logic malfunctioned and upset flow tv V-167 reboiler, causing it to shut down on high temperature. Per operating guidelines, at 1120 hrs PCC requested GCi to commence flaring at a rate of approximately 360 mmscfd due tv GC1's unsuccessful attempts to restart the odd reboiler (which had SD on high temperature). The 611 flare valve opened at 1135 hrs when the HP flare header pressure sensed too much pressure (a consequence from the volume of gas being routed to the flare header). What steps were taken to minimize emissions and avoid reoccurrence? 1. PCC Initiated gas rate cuts starting at 1130 hrs by choking back 2f3 wells (approximately 420 mmscfd) to reduce overall flaring to the GC, thus reducing pressure on the flare header. Asset Area TEG regeneration system shut down because of a problem associated with PLC Power to both TEG Panels. Restart was complicated by a faulty PLC timer (did not allow sufficient time to re-start burners before timing the system out). Action Taken to Stop Flaring: 1. BPX reduced production rates and shut-in 95 wells equaling 715 mmscfd. Wells were shut-in or choked back starting at 0808 hours. An instrument technician (Mike Taylor) and an automation technician (Mike Talent) were called out and responded to repair the system. Operations were coordinated by PCC Operator Mike Cowan, GC-1 DCS Operator Warren Cose, and GC-1 Gas Area Operator, Virgil Englishbee. Sk-18 IP and LP compressors shut down because of control/instrumentation failure associated with the micon controllers. 2. Sk-18 IP and LP compressors lost suction because of control/instrumentation failure associated with the micon controllers. 3. Sk-18 IP and LP compressors shut down because of control/instrumentation failure associated with the micon controllers. Action Taken to Stop Flaring: 1. BPX reduced production rates and shut-in 10 wells equaling 250 mmscfd. Wells were shut-in or choked back starting at 1527 hours. Communications between the GC and PCC were maintained during this period to establish cause of the SD. Instrumentation technicians called to the GC determined the cause to be the micon controllers at approximately 1530. Between 1400 and 1500 multiple restarts were attempted with the started machine running only temporarily before shutting down again. An initial HP gas cut from the Annex was determined to be the most approriate action after consultation with the POTL and the OE. These cuts were made with the instructions to cut further should the restart be delayed past 1700. Additional 250 mmscf cut at 1700. Between the hrs. of 1742 hrs, and 1836 hrs. K-105,108,107 and K-106 restarted. AT 1924 hrs, K-105, 106 LP compressors shutdown. Restart of K-105 at 1933 hrs. and K-106 ar 1945 hrs., K-107 LP compressor S/D at 2024 hrs. K-107 LP compressor restarted and micon controllers repaired with all compressors loaded up and on line. 2. Communications between the GC and PCC were maintained during this period to establish cause of the flaring.
