Commisala~ Anchorage This letter is intended to provide you with advance notification of a planned full plant shutdown at BP's Endicott facility next month. We understand that no regulation exists for advanced notification /permitting of flaring events, however, we hope that you will find this information useful both in responding to public inquiry and for later review of our July /August gas disposition reports. As in the past with our regular operations, it is our intent to accurately record and report the duration, cause and remedial actions taken to minimize flaring. The full facility shutdown is planned to commence on July 15, 1996, and is scheduled to last 18 days, field ramp down will begin before this time. The main drivers for the shutdown are twofold: 1. Shutdown O&M Scope: This includes repairs/maintenance requiring a full plant shutdown, the main items being: • 10 year vessel inspections on 20 vessels. • Replacement of our flare tip • Replacing/rebuilding several valves. • Replacing eroded/corroded pipework. • Essential maintenance and upgrade of our main compressors, turbines and auxiliaries • Perform PSV certifications • Inspection and possible repair of our waste water collection tank. 2. Projects Scope: This work includes significant modifications and upgrades to our produced water handling process. As above this work can only be performed while the facility is shut down. The major activities will be: • Modifying the internals of our 1st and 2nd stage separators. • Installation of additional crude heaters • Modifications to our UHM/PHM systems June 14, 1996 Page 2 As the process plant is ramped down and safed out it will be necessary to depressurize the whole system. In order to achieve this in a safe and efficient manner the associated gas will be flared either through our existing HP / LP flare system or through a small temporary flare. All equipment to be used is covered by air quality permit AQC 9373-AA007, and an existing request for modification. In all cases the volumes of gas flared will be recorded and reported on the gas disposition reports for July /August. As per our normal operating practices we will take all possible steps to limit the volume of gas flared. During this upset, the corrosion crew also returned well 2-18 to production following a downhole treatment. MGC-B exhaust temperature rose to the alarm point. MGC-B was slowed to troubleshoot the cause of the high exhaust temperature. Flaring continued at =130 mmscfd for 40 minutes until the cause was found (PHM temperature control valve was closed but indicated open). This valve was then opened and flaring was reduced to =20 mmscfd at which time the plant was shutdown on high 1st stage level (valve logic failure). Flaring continued as wells were brought back on line and the process restabilized. ACTION TAKEN TO ELIMINATE CAUSE Increased gas lift rates at SDI to change flow regime from slug to stratified flow, which successfully stabilized the process. MGC-B was sped back up as exhaust temperature fell once the indicated position problem on the PHM temperature control valve was corrected. They flared continuously but sometimes the valve was closed. Over a 10 minute average they were flaring, though. The B main exhaust got hot and slowed B main down. They flared for 1 hr 20 minutes total. 40 minutes at 130 mmscfd. It was caused by the exhaust gas used to heat the glycol, seawater, etc.If they lose a heat sink, the temperature will rise. The temp. control valve for the crude heater was closed, although it said it was open in the control room. When B main was loaded the flare was down to 20 mmscfd. 50-60 mmscfd is the minimum average throughput. Next, flaring was caused by a high 1st stage level control valve. The logic failed for the 2nd flaring interval, and the level kept going up, which caused the 3rd shutdown. The 2nd and 3rd shutdowns lasted 1 hr 40 minutes. During the 3rd shutdown, an operator had to hand control a manual valve, and wasn't fast enough, causing 50 minutes of the flaring. A 4th shutdown was caused by a slug. This flaring lasted 1 hr 10 minutes. Total flared was 8.7 mmscf. 2/23/96 B Main high exhaust temperature B main s/d on high exhaust temp. and was down 1 hr and 20 minutes.
