Yes: _ No: AOGCC Representative: Date: BPX Representative: Date: ~ ~ • • I spoke to Bill Broman at BP on December 9, 1996 about the following events that were reported for August, 1996: Gathering Center 1 08/05/95 High level in V-120 caused plant s/d at GC-1 There ws a high liquid level in knockout vessel V 120 in the high pressure system. It caused a blip that s/i all of the high pressure system at GC-1, which processes about 2.1 bcf per day of gas. All of the HPS flowlines were s/i. The only relief was to flare. 10 minutes after the s/d, the SCADA froze up and it took one hour before as successful reset of the system. The pad operators were out manually s/i wells and bringing them under control. The vast majority of gas flared was assist gas to keep from black smoking. The op's pulled up logs of the event and were able to see the assist gas. The production impact was 30,000 bbls for that day. In most shutdowns of this sort, a backup SCADA comes up right away. In this case it wouldn't come up. Computer techs were called out and had to cold start the system, in which they clean pathways and clear registers, and it takes about 15 minutes. Gathering Center 2 08/11/96 While bringing production rates up following R-pad repairs, high ambient temperature swings resulted in flaring and required cuts in production. LPS compressors exceeded maximum gas capacity and discharged to flare. This was a day or two after GC2 came up after a full s/d. At R-pad about18,000' of 24" flowline was replaced. It was full of cold gas and as they were commissioning it the temp. increased 5 degrees. As the flow came into the plant they were cutting production to make room while the temp increased. Box 196612 Anchorage, Alaska 99519-6612 (90r7 561-5111 This letter is to inform you of the intent of BPX(A) to flare and vent natural gas in support of two major Prudhoe Bay Unit facility shut downs during the month of July, 1996, as detailed below. This action is necessary to reduce the pressure in and remove natural gas from pipelines and vessels such that they can be maintained or repaired in a safe and efficient manner. Gathering Center 2 -Facility Turnaround (scheduled to start approx. 7/30/96). It is necessary to completely depressure Gathering Center 2 for scheduled major overhauls and inspections of many components of the processing facilities. The plant configuration allows for gas in the upstream cross-country pipeline system and plant network to be easily depressured to the suction pressure of the LPS compressors (approximately 150 psi). However, the only practical way to further depressure the lines and vessels in a controlled manner to atmospheric pressure is to utilize the flare and vent system. The total volume of natural gas that will be subjected to flaring and venting is approximately 2.0 mmscf. WOA Gas Lift System -Transit Line Smart Pigging (scheduled to start approx. 7/27/96). As a part of BPX's ongoing external corrosion monitoring program the WOA Gas Lift System will be "smart pigged". The results of this work will identify any areas for further external corrosion inspection, in particular for difficult to examine buried road crossings and elevations. In order to complete the pigging, a pig receiver must be installed and also removed at Gathering Center 3, which requires that the entire WOA gas lift system be depressured and purged of natural gas. The system will be depressured to 150 psi via the LPS compressors and flared/vented from 150 psi to atmospheric pressure. The total volume from the gas lift system to be flared/vented is approximately 5.0 mmscf. If you have any concerns or questions about either operation, please feel free to contact Garry Meek or myself at (907) 659-4472.
