High gas transit line pressure caused by CGF compressor problems due to loss of refrigeration units #1 &2. 2. High gas transit line pressure caused by CCP compressor problems due to pump problems 3. Low oil rates from the CGF/CCP problems caused the LP gas compressors to intermittently go into recycle, which resulted in the LP flare assist gas to open to prevent black smoke. 4. 5. Action Taken to Stop Flaring: 1. BPX reduced production rates and shut-in 5 wells equaling 150mmscfd. ARCO reduced production rates and shut-in 8 wells equaling 200 mmscfd. Wells were shut-in or choked back starting at 01:50hours. 2. BPX reduced production rates and shut-in 9 wells equaling 150 mmscfd. These suspensions resulted in increasing inventories at the Terminal. The North Slope Producers developed an action plan to reduce production should the weather delays continue. The delays did continue and at 0400 hours on February 10th production across the North Slope was cut to 50% of nominations. At this same time the ambient temperature at Prudhoe Bay dropped to -50 degrees F. With the Valdez tanks nearing capacity and the high winds at the terminal continuing, the North Slope producers were fearing a complete pipeline shutdown and corresponding field wide shutdown. To avoid this possibility in these extreme temperatures, production across the field was cut to 25% of nominations at 1400 hours the same day. It was because of this low rate that the LP compressors at GC-1 had such trouble staying on line. The low flow rates and cold ambient temperatures caused one of the gas coolers to freeze, further restricting the flow and adding to the compressor problem. Heaters were dispatched to thaw the coolers and a compressor was put back on line as soon as this was accomplished. Because of the extreme cold and high potential of freezing flowlines and equipment, we did not believe that shutting the entire GC down was a prudent option. Through the night we slowly increased the GC-1 production to have enough LP gas to keep the compressor running. Around 0820 hours on February 11 the compressor was successfully loaded and put on line. During this time our people were doing the best they could simply to keep the plants on line and warm at these low rates. Please let me know if you require further explanation. Tom French ,~ . Rev 6/22/97 BP EXPLORATION ro: Ms. Wendy Mahan narE: April 7, 1999 ADEC FROM: Tom French Production Optimization Team Leader susaECr: GC-1 Flaring Events Ms. Mahan, This letter is in response to your inquiry of the GC-1 flaring events of February 10th and 11th During the first week of February this year, high winds at the Valdez Marine Terminal had caused suspension of oil loading operations on several occasions. These suspensions resulted in increasing inventories at the Terminal. The North Slope Producers developed an action plan to reduce production should the weather delays continue. The delays did continue and at 0400 hours on February 10th production across the North Slope was cut to 50% of nominations. At this same time the ambient temperature at Prudhoe Bay dropped to -50 degrees F. With the Valdez tanks nearing capacity and the high winds at the terminal continuing, the North Slope producers were fearing a complete pipeline shutdown and corresponding field wide shutdown. To avoid this possibility in these extreme temperatures, production across the field was cut to 25% of nominations at 1400 hours the same day. It was because of this low rate that the LP compressors at GC-1 had such trouble staying on line. The low flow rates and cold ambient temperatures caused one of the gas coolers to freeze, further restricting the flow and adding to the compressor problem. Heaters were dispatched to thaw the coolers and a compressor was put back on line as soon as this was accomplished. Because of the extreme cold and high potential of freezing flowlines and equipment, we did not believe that shutting the entire GC down was a prudent option. Through the night we slowly increased the GC-1 production to have enough LP gas to keep the compressor running. Around 0820 hours on February 11 the compressor was successfully loaded and put on line. During this time our people were doing the best they could simply to keep the plants on line and warm at these low rates. Please let me know if you require further explanation. PV-611 flare valve opened to burn pit. This valve opened by design due to high pressure in the flare header. GC-1 was in process of starting up after a complete plant shutdown. 3. While bringing production rates up following Plant shut down, LPS compressors failed to start. Action Taken to Stop Flaring: 1. Arco reduced production rates and shut-in 9 wells equaling 210 mmscfd. Wells were shut-in or choked back starting at 03:41 hours. 2. PV-611 flare valve was reset and closed by plant rover. This action stopped all flare and black smoke to burn pit. 3. Wells that were brought on were shut back in and all production was stopped into the Gathering Center until compressors were started up. Initial attempt to restore the failed micon to service took 15 minutes after which the in house techician determined that additional expertise was required. The I/E Supervisor and 1 Control Tech were called out and found that the back-up program had failed to load and that returning the micon to service was not immentent. The process of switching the system to pnuematic (manual) controls was initiated and BPX began reducing production to get out of flare. 19 wells at GC1 equaling 350 mmscfd were shut-in or choked back starting at 1925 hours until the switch to pnuematic control was completed. Root cause investigation of the failure is in progress.
