While bringing production rates up following GC2 master gas plant shutdown, intermittently flared 3rd stage separator gas due to insufficient gas rates to keep the Skid 18 LP compressor loaded and on line. 2. On 05/17/99 the #5 flare was out. In order to safely relight the #5 flare, the GC2 personnel aligned the flare header discharge to the burn pit, and isolated the HP and LP flares. While the flare header was being aligned to the burn pit, a black smoke event occured due to leakage within the flare header system. 3. 4. 5. Action Taken to Stop Flaring: 1. Continued to ramp up production rates and started Skid 18 LP compressors. 2. LP flare assist gas was opened for about 2 minutes in an attempt to minimize and eliminate the black smoke, however, the introduction of the LP flare assist gas appeared to cause more black smoke and was immediately shut back in. BPX reduced production rates and shut-in 17 wells equaling 275 mmscfd. ARCO reduced production rates and shut- in 11 wells equaling 175 mmscfd. Wells were shut-in or choked back starting at 09:15 hours. Flaring lasted longer than one hour due to the temperature coming up farther and faster than anticipated 2. Skid 18 Compressors shutdown because of problems with insuffiecient Gas Rate. 4. High gas transit line pressure caused by CGF /CCP compressor problems due to Compressor shut down while rates were being increased after the TAPS proration had been lifted (for planned TAPS maintenance). Flaring was from 1st stages and slug catchers. Action Taken to Stop Flaring: 1. With TAPS Pipeline at 35% (WOA cut 53 wells totaling 475mmscfd and EOA cut 19 wells totaling 600 mmscfd) due to repairs, the gas rates were too low for K205 & K 206 {LP Gas Compressors} to keep running, therefore, gas rates were increased to keep compressors out of surge and subsequent shutdown. 2. Flaring was permitted to continue while GC operations personnel attempted to restart the equipment.l6 of restarts attempted at 1220 hrs, to 1400. Gas and oil rate cuts implemented previously were maintained while re-start attempts were completed. 3. BPX reduced production rates and shut-in 7 wells equaling 60 mmscfd. Wells were shut-in or choked back starting at 16:00 hours. With TAPS pipe line at low rates, GC did not have enough gas to keep LP gas compressor on-line. Several attempts were made to start and run LP gas compressor, but it failed to stay on-line. GLT compressor K-3300 shut down due to control/instrumentation failure associated with high inclosure temp. 2. Field wide power failure, when line insulator arcing shutdown several air compressors and sheared the barn door pin on K-7000 LPS compressor,LPS compressor that was on line exceeded capacity.BPX reduced production rates and shut-in 68 wells equaling 200 mmscfd.When rate was cut LP compressors surged and stopped compressing. 3. Field wide power failure, when line insulator arcing shutdown sevveral air compressors and sheared the barn door pin on K-7000 LPS compressor,LPS system exceeded capacity. 4. LP and IP compressors S/D due to low gas rates during startup of GC after field S/D due to electrical power distribution failure. 5. High ambient temperature swings resulted in flaring and required cuts in production. Ambient temperature increased by 4°F. Action Taken to Stop Flaring: 1. BPX reduced production rates and shut-in Swells equaling 125 mmscfd. ARCO reduced production rates and shut-in 4 wells equaling 90mmscfd. Wells were shut-in or choked back starting at 0219 hours. 2. K-7000 shear pin on waste heat system was repaired.Put compressor back in service and started bringing up rates to supply gas for LP compressor. Wells were shut-in or choked back starting at 08:00 hours. y ~: Flaring was permitted to continue while GC operations personnel attempted to restart the equipment. 2 of restarts attempted at 1405 hrs and 1500 hrs. Soon after compressors were started, GC stopped flaring. 5 ,~. BPX reduced production rates and shut-in 22 wells equaling 200 mmscfd. ARCO reduced production rates and shut-in 6 wells equaling 200 mmscfd. Wells were shut-in or choked back starting at 1430 hours. Shift change was achieved under heavy equipment escort. Phase 3 status was maintained to control unnecessary movement. At around 7.40 a!n insulators in the CCP substation flashed to ground. This caused a power loss at CCP, CGF and ST l~' and a voltage fluctuation across the field which upset much of the plant. Restoring flow from the wellpads was considered to be a priority to prevent cold weather problems and field personnel betlan to access the wellpads escorted by heavy equipment. Smoke was roportecl from the Nitrogen plant at around 10am. "Code Red" was called. As we were still In Phase 3 the ERT was escorted by heavy equipment. The entry team found no fire. Luba ell leaking f rem a compressor was causing a haze. The compressor was isolated and the incident was terminated at around 1030. Weather conditions improved fairly rapidly from late morning and Phase weather conditions have been gradually relaxed. Facility and Field staff have been resetting and stabilising plant and gradually restoring production. As CPS power has now been restored to the gas plants it should be possible this evening to increase towards full production. Thank you for your support on this eventful day.
