Asset Area TEG regeneration system shut down at 1619 hrs because of a problem associated with electrical breakers. 2. K5500 wet gas compressor shutdown at 1636 hrs due to high tube oil temperaure when the cooling water fans shutdown because of a problem associated with electrical breakers. 3. K5500 wet gas compressor shutdown at 20:49 hrs due to high tube oil temperaure when the cooling water fans shutdown because of a problem associated with electrical breakers. 4. 5. Action Taken to Stop Flaring: 1. Flaring was permitted while GC operations personnel attempted to restart the equipment. TEG regeneration reboilers were both restarted by 1634 hrs, but flaring was continued to allow reboilers to come up to temperature so as not to ship wet gas to CGF. 2. K5500 shut down due to high lube oil temperature following a cascade of events which started when the reboilers were knocked off line during circuit breaker PM's. During this time a total of 10 restarts were attempted with varying durations of run time between shut down and restart sequences. An instrument tech was called out when it was determined that instrumentation problems were delaying the next restart attempt. Additionally, the manufacturer, Toromont Compressor, was contacted to provide technical support during the event. If you require additional information, please do not hesitate to contact me. Action Taken to Stop Flaring: 1. BPX reduced production rates, and shut-in all LPS production (58 wells) equaling 421 mmscfd rate . LP wells were shut-in or choked back starting at 0155 hours. At 0320 all remaining production (28 HP wells) was shut-in to eliminate leakage from the HP system, into the LP system, and onto the flare. All production remained shut in until the line was thawed, and the vessel level was returned to normal. 2. K5500 wet gas compressor shutdown. The shutdown was caused by tubing fitting failure on the seal oil system. Tubing failure caussed oil mist to fill skid and resulted in high gas alarms. Emergency Response Team was activated and GC-3 Gas Plant reboiler system was shut down to prevent ignition source until leak source was identified and corrected. 2. Flared from slugcatchers when it was reported that CGF was recieving wet gas. The reboilers on the regeneration trains had been restarted and the temperatures were just below setpoint. Action Taken to Stop Flaring: 1. GC-3 throughput was reduced per the GC-3/K-5500 Flaring Procedure. Gas rates were reduced immediately. Both gas regeneration trains were shutdown as a precaution (elimination of ignition sources when mist was identified in the utiliway adjacent to the regeneration skids) after compressor shutdown. The total gas rates were reduced to 400 mmscfd thru the plant. Approx. 17 to 25 Wells with high water cut! high GOR were shut in so the skim tanks could be taken out of service. Timing of actions following isolation of the initial leak were per the K-5500 procedure (after one hour, 0815, GC-3 was reduced to a single skim tank operation. After 4 hours, 1115, water rates were reduced and both GC-3 skim tanks were shut down). 2. Slugcatcher flare valves were closed after the temperature reached setpoint. Per Gathering center 3/K-5500 Wet gas Compressor Flaring Procedures, The Gathering Center went to a one skim tank operation after one hour shutdown time (0845). There were no rate cuts made due to the slow increase in skim tank level (in expectation of iminent compressor re-start). Action Taken to Stop Flaring: 1. Arco reduced production rates and completely shut-In FS#1, FStt l Annex and FS#2 facities. EOA wells equaling 3700 mmscfd were shut in. BPX shut in WOA wells equaling 950 mmscf at GC-1, 2, and GC-3 facilities. GC isolated one of two oil skim tanks at 0400 hrs to further reduce flaring per operating procedure. Approximate volume of LP gas cuts made was 135 mmscfd from 18 wells. Accelerated next step in operating procedure and started HP cuts (approximate volume of HP gas cuts made was 450 mmscfd from 19 wells) to GC when CGF boosters SD at 0620 hrs and gas transit line pressure was increasing. 3. GC water rates reduced to 50 mbwd and transferred from GC3 to FS3. GC skim tanks, produced water surge tank, slop oil tank, gas flotation cells and dirty water tanks were shut down and isolated. All flared gas from the water handling facility eliminated, and flaring reduced to approximately 2.2 mmscfd per operating procedure. Upon restart, started up GC with HP system only, giving the facility time to warm up. Started up LPS compressor, closing flare valves off of the slugcatchers. This is normal maintenance and is being done in a planned manner to avoid an unplanned shutdown in the future. * The work will be done around Saturday's planned TAPS pipeline shutdown (software upgrades required by JPO). * We anticipate that the duration of work on K-5500 will not exceed 24 hours. * We estimate that the gas volume flared in 24 hours should be in the range of 3 MMSCFD, using our K-5500 flaring procedure to make step-wise reductions in GC-3 throughput. We estimate that shutting the entire Gathering Center down would result in flaring at least 10 MMSCFD. Thus keeping the work under 24 hours should minimize the volume of gas flared when compared to a full shutdown. * Temperatures on the North Slope are in the -15 to -20F range. We believe that shutting the entire facility down in cold temperatures would not be prudent operating practice. Shutdown of the entire Gathering Center would increase the risk of frozen pipes in cold weather. * Our mechanical overhaul crew has worked with the compressor vendor to plan the work and are confident that the work can be completed in a shift. This is the first time that this operation has been undertaken on K-5500. We anticipate that it will be possible to complete the work more rapidly in the future. * We will document steps taken to minimize flaring in our normal flare reports.
