10:05 hours.

15:25 hours.
3. Equipment was restarted at 17:21 hours and 17:51 hrs. Flaring continued until reboiler temperatures were up.
Gas cuts had just been started when the 2nd regeneration train was started.

1. While the GC was troubleshooting, production cuts were made. The problem was found to be a frozen sensing line that
goes to the PSV Pilot. Production was then cut to absolute minimum until the line was thawed and the PSV was put back
in service.

3. BPX reduced production rates and shut-in 24 wells equaling 500 mmscfd. ARCO reduced production rates and shut-in 2
wells equaling 100mmscfd. Wells were shut-in or choked back starting at 15:30 hours.
4. BPX reduced production rates equaling 130 mmscfd. ARCO reduced production rates equaling 75 mmscfd. Wells were
shut-in or choked back starting at 19:30 hours.

> The following reconstructs the Prudhoe Bay Gathering Center 3 Flaring
> Event of December 12, 1998 based on operator logs, alarm summaries, and
> discussions with operators and facility supervisors.
> 1) Gathering Center 3 had shut down High Pressure production overnight to
> repair a risk rank 1 Hazop defect on a first stage separator. The repair
> was implemented at the beginning of the day shift and was completed by
> approximately 1000 on 12/33:~Z•The HP system was 'safed in' between 1000
> and 1030.
> 2) Operations staff began reintroducing gas to the HP system between 1030
> and 1130 with HP oil flow starting between 1045 and 1115.
> 3) Flare alarms activated at 1112 and operators saw small volumes of gas

> 4) Operations staff assumed that flaring was sourced in the HP section
> (since that section was just starting up) of the plant and troubleshot
> that section of the facility. Small flare volume led operators to believe

> Decision was made to shut down most production at the Gathering Center
> (maintaining flow from coldest, wettest wells to avoid freeze protection).
> Low Pressure production was cut by 300 NIMSCFD between 1240 and 1315. At
> 1340 an additional 100 MMSCFD low pressure production cut was taken at
> GC-3 with all remaining GC-3 wells cut to minimum choke setting. Thus, by

Per our phone discussion I have received the following information from GC3
regarding the 10/26 and 10/28-29 GC3 flaring events. A key point is
highlighted in bold print in the explanation for the 10/26 event. I am sure
that we will become much more proficient at troubleshooting and restarting
K5500 as operations gains experience with this piece of equipment. Along
with that proficiency will come improved estimates for restart timing, thus
improving our ability to make the judgment call that a restart is imminent
or that additional steps (a full plant shut down is required to completely
stop flaring) must be taken to reduce or stop flaring. If you require
additional information, please do not hesitate to contact me via email or at

Reason for flaring: K-5500, wet gas compressor, shutdown.
GC3 had several start attempts during the troubleshooting exercise. GC3
ultimately had to abandon a pair of wires and switch to a spare pair running
to the position limit switch on the suction SDV. The two things causing the
delay in this instance were a wire or pair of wires that generally don't
just fail and the compressor is new to GC3 and the operators have little
history regarding its operation yet. GC3 also replaced a PLC output card.
During this time GC3 felt that they were on the verge of getting it
restarted.

Reason for flaring: K-5500, wet gas compressor, shutdown.
K-5500 had been S/D due to electrical work on the suction valve.
Start-up was attempted but was held out due to an oil injection pressure
transmitter fault (PAXX-5220).
Controls techs ensured that the transmitter was calibrated and working
correctly.
After an attempt was made to start the machine with the Aux. lube oil pump
in the hand position, a low level in the lube oil vessel (VSP-5500) was
encountered.
Lube oil was added and the vessel repressured clearing the transmitter
fault.
Subsequent restart attempts were unsuccessful as the compressor shut down
immediately due to low suction pressure.
After the suction pressure was increased twice, it was determined that the
compressor was trying to load up too quickly causing a shut down due to low

suction pressure.
Restart was then attempted with the capacity control in local control
instead of PLC control.
By preventing the machine from loading beyond 10% capacity the machine
remained on through the warm up period.
After a successful warm up (suction and discharge valves both open) the
compressor was slowly loaded.
At approximately 96% capacity the capacity control was switched from local
to PLC and returned to normal operation.

wells equaling 55 mmscfd. Wells were shut-in or choked back starting at 06:12 hours.
3. BPX reduced production rates and shut-in 1 wells equaling 35 mmscfd. ARCO reduced production rates and shut-in 1
wells equaling 80 mmscfd. Wells were shut-in or choked back starting at 09:05 hours.
4. Equipment was restarted at 14:57 hours after changing the tube oil filters. (assit gas was turned on to prevent black

First Determination of Cause:
1. Skid 18 LP compressors started recycling light gas due to insufficient gas rates. LP flare assist gas was opened to
minimize and prevent black smoke flaring.
2. High ambient temperature swings resulted in flaring and required cuts in production. Ambient temperature increased by
10°F.

Action Taken to Stop Flaring:
1. Gas rates were increased and Skid 18 LP compressor reloaded. The LP flare assist gas was closed.
2. BPX reduced production rates and shut-in 1 wells equaling 80 mmscfd. ARCO reduced production rates and shut-in 2
wells equaling 50 mmscfd. Wells were shut-in or choked back starting at 1424 hours.

2. Extended flaring event occurred while trying to restart plant after shutdown. Assist gas was used to prevent black smoke
due to leaking valves. Only one well was on to pressure plant. Attempts to reduce flaring resulted in increased assist
gas usage.

First Determination of Cause:
1. Extended flaring event occurred while trying to restart plant after shutdown. Assist gas was used to prevent black smoke
due to leaking valves. Only one well was on to pressure plant. Attempts to reduce flaring resulted in increased assist
gas usage.
2. While bringing production rates up following plant s/d, LPS compressors exceeded maximum gas capacity and
discharged to flare.
3. Extended flaring event occurred while depressuring X-pad for divert repair.
4. Gas Process upset shutdown contactors causing all process gas to flare. High pressure shutdown 2 production banks.

Action Taken to Stop Flaring:
1. Plant restarted after troubleshooting PLC.
2. BPX stopped bringing production rates up until wells unloaded and flaring was ceased.
3. None as this was necessary for proper safety of all maintenance workers.
4. Equipment was restarted at 18:33 hours.

1. LPS compressor K-7000 shut down at 1722 hours because of control/instrumentation failure associated with a PLC
malfunction. While troubleshooting the cause of K-7000 SD, K-7001 SD at 1740 hours.

1. BPX reduced production rates and to all wells flowing to the LPS system. Wells were shut-in or choked back starting at
1722 hours. Extended flaring occurred at minimum LP rates in order to provide sufficient LP gas to restart the LPS
compressors. At 1914 hours GC3 experienced a total plant stop production.

15:30 hours. K-7001 was loaded up successfully, but the problem was not found.

1. High gas transit line pressure caused by CGF compressor 1801 being taken out of service for maint.
2. LPS compressor K-7001 ramped down to mimimun speed because of control/instrumentation failure associated with a
faulty transmitter
3. LPS compressor K-7001 ramped down to mimimun speed because of control/instrumentation failure associated with a
faulty transmitter
4. While bringing production rates up following GC-3 S/D, the gas transit line pressure went high enough that it resulted in
discharging to flare.

Action Taken to Stop Flaring:
1. BPX reduced production rates and shut-in 5 wells equaling 144 mmscfd. ARCO reduced production rates and shut-in 5
wells equaling 120 mmscfd. Wells were shut-in or choked back starting at 23:30 hours.
2. BPX reduced production rates by choking back on 23 wells equaling 300 +/- mmscfd. Wells were shut-in or choked back
starting at 0211 hours.
3. The faulty transmitter was replaced and K-7001 was ramped backup.
4. Arco reduced production rates and shut-in 8 wells equaling 150 mmscfd. Wells were shut-in or choked back starting at
15:47 hours.
