(AAI) is planning on conducting a well test of the Lone Creek #1 well in early June. This well is located near Tyonek on Tyonek village surface acreage and Cook Inlet Region Inc. (CIRI) subsurface acreage. It was drilled by Anadarko on behalf of AAI and Anadarko last year. Based on the initial well tests, this well produces only gas with a trace of water and no oil. The well test is expected to last less than 3 weeks. The well will be flowed through separation and measurement equipment for about 7 days. Well flow rates will be about 2.5 MMSCF/day during the flow period. The well will then be shut in for pressure build-up data acquisition for another 7 days. All gas will be vented. There will be no tanks or vessels on site with a capacity of 10,000 gallons or more. Personnel will be housed off-site. No drilling wastes will be generated from this test. Based on this activity and the location of this well, it is AAI's understanding that the only permit/regulatory approval that is needed for this test is from the AOGCC. Our rationale for this position is: -DGC Consistency Determination: The well drilling and well testing underwent a consistency determination last year. Also, not more than one resource agency is involved in permitting this well testing operation. -ADEC Spill Contingency Plan: Not needed due to the known nature of the well fluids to be produced (i.e. gas). Also, no regulated tanks will be utilized in the well testing. -ADEC Construction/Operating Permit: Not needed due to plan to vent gas. Based on the gas properties and test plans, the only significant quantity of regulated pollutants that will be generated from this operation would be VOCs. Based on calculations, we would have to flow this well for periods well beyond 7 days to trigger the threshold for this regulated pollutant. All other equipment slated for use at this site is either mobile equipment (e.g. wireline truck, etc.) or would not trigger the need for a permit due to the duration of the operation (e.g. small generator) or is not fired equipment (e.g. tanks, etc.) -ADNR Lease Operations Permit Not needed due to the fact that this well is located on private surface land and CIRI subsurface land. Please be advised that the venting of gas will be conducted through a nozzzle that will ensure adequate exit velocities for proper mixing of the gas in air.
