December 1997
In accordance with 20 AAC 25.235(b) for Gas Disposition, the West McArthur River Unit
flared on a continuous basis 8215 MCF during December 1997. The estimated rate
required for pilot and purge is 50 MCF/D or 1,550 MCF for December 1997. The
remaining volume of gas classified as "Flared or vented greater than 1 hour" is therefore
6665 MCF or 215 MCFPD.
As I mentioned in previous correspondence, we have been making modifications to our
system to reduce our flare rates. We are waiting delivery of switch gear for our
compressors. We should see our flare rates drop substantially. Although we have
started making the changes that are needed to reduce our flaring rates, the results will
not be evident until the end of January.

In accordance with 20 AAC 25.235(b) for Gas Disposition, the- West McArthur River Unit
flared on a continuous basis 59990 MCF during November 1997. The estimated rate
required for pilot and purge is 50 MCF/D or 1,500 MCF for November 1997. The
remaining volume of gas classified as "Flared or vented greater than 1 hour" is therefore
5990 MCF or 200 MCFPD.
Attached is a letter from Kriss Wegemer, outlining the testing results that .has been
undertaken at WMRU. Although we have started making the changes that are needed
to reduce our flaring rates, the results will not be evident until the end of Januan~. We
intend to complete the piping modifications by the end of December.

SUBJECT: WMRU Fuel Gas and Flare
The fuel gas at WMRU has been a concern since the installation of the first fired equipment at the site.
Initially, the field burned associated gas as fuel gas for the entire operation. Several problems resulted from
this situation. The two primary problems were short compressor life and an extremely high amount of
downtime and maintenance on the gas turbine generator sets. More specifically the problems were repeated
destruction of the bearings in the compressor and constant fouling and failure of the fuel system on the gas
turbines.
There are two separate problems with the composition of the associated gas at WMRU. The characteristic
that caused the operational problems was a high level of heavy ends and organic compounds in the fuel.
The other problem is a nitrogen content of 15%. It is possible to remove the heavy ends. With the high
nitrogen content, however, this leaves a gas with a heating value that is too low for fuel use or sales.
Technology does not exist to economically remove the nitrogen from a gas stream this small. The heater
treaters were able to tolerate the associated gas as a fuel stream and utilize the fuel at separator pressure.
As it was the only means to keep the field in operation, the field began to purchase gas from Unocal to fuel
the gas turbines and to flare the balance o€ the associated gas.
As we continued to investigate ways to make use of the associated gas stream, we found that a
disproportionately high percentage of the problematic components were in the portion of the gas collected
from the oil shipping and test tanks. We believed that the gas stream from the heater treaters could be
combined with clean makeup gas from Unocal to create a stream that could 6e tolerated by both the fuel gas
compressor and the gas turbines. The required process and piping changes were made and the new stream
was tested.
We have had some freezing problems with the fuel gas compressor skid and are currently correcting that
situation. During the time that we were burning the treater gas as fuel, we reduced our flare volume by
approximately 235 mcfd. Both the turbines and fuel gas compressor operated normally. We do still need a
longer test to be certain that this is an acceptab-e fuel stream.
The result of the work we have done, which included outside consultants and engineering, internal
engineering, and facility and operating changes, is that we have reduced our flared gas volumes from
approximately 400 mcfd to 165 mcfd. This 165 mcfd serves the purpose of pilot and safety purge and is not
a pure waste stream.

gas and treatment systems to evaluate viable alternatives. We have split the gas
sources from our tanks and field and will have a measured split this coming month.
