West McArthur River Unit
January 1999
In accordance with 20 AAC 25.235(b) for Gas Disposition, the West McArthur River Unit
flared on a continuous basis 6760 MCF during January 1999. The estimated rate
required for pilot and purge is 50 MCF/D or 1,500 MCF for January 1999. The
remaining volume of gas classified as "Flared or vented greater than 1 hour" is therefore
5260 MCF or 14 MCFPD.

Re: Flare Event Reporting
In accordance with 20 AAC 25.235(b) for Gas Disposition we submit the following
information.
Recently, in order to determine more accurately the disposition of West Mc Arthur River
gas, Forcenergy has installed additional gas turbine meters and redesigned our flare
system. Below is a more complete description of our gas process and use.
As can be seen on the attached schematic for our normal pilot and purge condition we are
burning 100% of our separator gas as turbine fuel. The deficiency in quantity is made up
of gas purchased from Unocal. The 1200 bbl: tank vent vapors are collected by a vapor
recovery unit and are used as pilot and purge gas. The vapor recovery unit was installed
to avoid releasing tank vents to atmosphere. The compressed tank vapors contain volatile
organic compounds, which condense in turbine fuel controls and make the vapors
unusable for turbine fuel. A gas analysis (attached) has shown the vapors to contain 17%
to 23% nitrogen. Because of the poor quality, and limited quantity, (approx. 215. MCF/D)
processing this gas to a marketable condition for sale, or use on the lease is
uneconomical. The economics of using a nitrogen sieve unit is marginal for 10
MMSCF/D. I include a copy of a letter from Hybon Engineering in answer to my query
on Nitrogen sieve equipment. The best possible use of these vapors is to use them as
pilot and purge to maintain a flare system that is used in case of process upset. The
minimum standards for sales gas in the CIGGS, and subsequently Enstar, pipeline is <1
air, <4% combined inerts, <4 lbs./mcf H2O and a minimum of 950 BTU heating value.
Also pipeline standards require that the gas contain only hydrocarbon liquids that will not
condense at pipeline conditions.
On the second schematic depicting upset condition, or compressor down, purchased gas
from Unocal is supporting the lease power requirement. During this condition the actual
amount vented or flared is equal to the turbine consumption and increases the amount of
gas purchased to support lease operations.
During the month of February due largely to the -40 degree weather we had compressor
problems that made it impossible to compress separator gas for fuel-gas fora 14 day
period. The resulting problems if we had not flared gas during this 14 day period would
have qualified under 20 AAC 25.235 (d)(5) (1), (2), and (3). (1) The flaring was
necessary to continue facility operations. (2) The emergency nature of the flaring was to
prevent other components of the process stream from freeze damage. (3) Typically
Hemlock producers when shut-in and allowed to load up with water do not Borne back on
line at their previous production rates. Thus ultimate recovery would be jeopardized.
The volume of gas flared greater than 1 hour during February was 8,107 MCF. The event
started February 3`d and repairs were complete and normal pilot and purge operations
were resumed on February 16~'.

I have not been able to locate anyone that can give me any pricin&
vr~ a Nitrgen Siege Unit. Hare had comments from a couple of people
that it is not economically feasible to install a Nitrogen Sieve
for 250 MSCF/D, it is marginal even on 10 MMSCF/D. Sorry I could
not be pf any help, let us know if you need anything else.
