Due to corrosion the pipeline riser on the Anna Platform is
scheduled to be replaced between June 16 and June 30th. To replace the
riser the pipeline between Anna and Bruce Platforms must be shutdown. In
order to maintain oil production from the Anna Platform the associated gas
will need to be flared. We have estimated that approximately 1700 mcfd will
be flared for about 10 days on Anna. There may be an additional 600 mcfd
flared on Bruce for one or two days when the pipeline pigs are placed in the
line for spill protection.
Every effort has been made to plan and engineer the project.
All materials have been pre-ordered and are ready for installation. All
reasonable problems have been considered and contingencies are included in
the project plan. We conducted approximately 5 days of preliminary diving
work on the pipeline to reduce the actual down time. This work included
hydroblasting of all the sub-sea bolts and flanges to minimize the downtime
and associated flaring. The sub-sea pipeline corridor near the platform was
surveyed by divers and all debris was removed. We have pre-fabricated the
sub-sea connection spool to minimize the construction (flaring) time. We
selected special sub-sea pipeline ball joint connectors to reduce the number
of dives and reduce the overall length of the project. All lifting and
pulling loads have been pre-engineered and all rigging has been sized,
tested and purchased ahead of time. Experienced diving contractors,
engineers of several disciplines and a marine construction consultant have
been employed to insure timely execution of the project.

Granite Point Pipeline Freezing
The frozen pipeline event your email referenced on April 23, 1999 occurred during very cold temperatures
(-32 F) for Cook Inlet. In the email AOGCC requested Unocal outline steps taken to thaw the pipeline
from the Anna and Bruce Platforms to the Granite Point Tank Farm (GPTF), and to document efforts to
reduce flaring.
The oil pipeline at the bottom of Cook Inlet routes from Anna Platform to Bruce Platform and then to the
Granite Point Tank Farm. The oil line from the Bruce Platform to the GPTF is approximately 28,000 feet
long.
' Prior to plugging between January 25, 1999 and February 1,1999, methanol was added to the oil
pipeline (GP1) between Bruce Platform and the Granite Point Tank Farm each time a pipeline pig was
shipped to reduce the freezing point.
' Despite our efforts, at 3:30 am on February 2, 1999 the GP1 oil line froze between the Bruce Platform
and the Granite Point Tank Farm. Bruce Platform and the GPTF operators attempted to unplug the
GP1 line by pushing on the line with gas pressure. In order to continue to produce oil, platform
operators switched the oil .production over to the GP2 gas line. At that time Bruce Platform shut in
approximately 400 mcfd of gas produced from well 17586 #9.
' From February 3 to February 8,1999 the GPTF continued to work with the Bruce Platform by
alternating pressure on GP1 from the beach and the platform. The line remained plugged.
' Between February 9 and February 28, 1999 a construction crew was mobilized at the GPTF.
Methanol was injected through a 3/8 inch stainless steel tubing reel with a jet nozzle down the line.
During this time 1500 gallons of methanol was injected up to 600 feet down the line. The plug did not
move.
' Between March 1 and April 20, 1999 alternating pressure from the shore and the platform was applied
to the pipeline. Pipeline pressure was applied up to the maximum allowable operating pressure.
During this time other ideas on how to remove the plug were discussed. With each one there was risk
of a breach of the line, which could have led to a spill. These ideas were deemed unlikely to bring
success and the environmental risk too high.

On April 21, 1999 after 350 psi from the Bruce platform was applied to the pipeline the plug broke free
at 3:OOpm: A pipeline pig was sent through the line and the crude was displaced with gas.
The GP1 line was placed back in service on April 23, 1999. The GP2 line was converted back to gas
service.
Gas well 17586 #9 was opened to production on April 24, 1999.
From the first day of the event platform operators reduced the flare gas to volumes necessary for
maintaining oil production. Casing head gas associated with oil production was used to provide heat to the
platforms and run the equipment. The excess casing head gas from the oil production was flared in order
to maintain safe operating conditions.
Reservoir conditions and economics were considered during this event. Historically, shutting in oil wells
on Bruce and Anna Platforms resulted in water encroachment and loss of production. Therefore, it was
decided to maintain oil production as a means to minimize production lost.
In the early 1980's, prior to Unocai operating the facilities, platform personnel recall the pipeline freezing.
during an exceptionally cold winter. As a means to help prevent freezing in the future Unocal has
implemented new technology and new procedures. Unocal has purchased 6 expandable pigs, plus an
expandable brushing pig. The pigs will expand as the inside pipeline diameter changes from 4.9 inches to
6 inches. The expandable pigs will improve on how the water is swept out of the line. The frequency of
pigging has also been increased.
During this 77 day event every effort was taken to maintain a safe operation, protect the reservoir,
minimize productions loss, and minimize flare volumes. Only casing head gas necessary to produce the
crude oil was flared.

I haven't forgotten about your request for more information on the frozen
pipeline and Anna and Bruce events in after GP-1 was back in service. I
have information on most of the questions you asked. I am still working on
a few issues regarding the events at Anna. I had set up a meeting to
discuss Anna and then the chemical plant had their incident. The plant
borrowed some of our personnel and the meeting was delayed until next week.
I haven't forgotten about your request regarding July events at TBPF, GPP
and Steelhead.

On May 7, 1999 Unocal responded to questions from the Alaska
Oil and Gas Conservation Commission regarding the freezing of the GPl
pipeline. On July 9, 1999 AOGCC requested via email additional information
regarding the pipeline conditions at the time of freeze up, the injection of
methanol, and excess flare events on the Anna and Bruce Platforms after the
pipeline was placed back in service. This email is a response to AOGCC's
email communication.
* Prior to the GPl pipeline freezing between the Bruce
Platform and the Granite Point Tank Farm pipeline pigs shipped on January
18, 1999 arrived the morning of the January 19, 1999. Pipeline pigs run on
January 19 and 20, 1999 failed to reach the shore.
* At the time the GP1 pipeline froze the current
activity was shipping oil to Granite Point Tank Farm. The average pressure
at the time of freezing was 105 psi.
* Three phase fluid separation occurs on each platform
prior to entering the pipeline. The fluid composition entering the GPl line
was crude oil with a trace amount of water (less than 0.5%).
* Unocal began injecting methanol at a rate of 3
gallons per day in September. This is standard practice during the winter
months. When the pigs failed to reach the shore the amount of methanol
injected was increased as follows: 29 gallons on January 19, 23 gallons on
January 20, 33 gallons on January 21, 58 gallons on January 24, 58 gallons
on 30 and 58 gallons on January 31. After it was determined that there was
no more .flow in the line the injection of methanol stopped when the pipeline
froze on February 2, 1999.
* Excess flaring on the Bruce Platform after the
pipeline was back in service until May 31, 1999 was due to maintenance on
the Vapor Recovery Unit, and the Solar Gas Compressor. The emissions on
Bruce were also impacted for one day because the gas compressor at the
Granite Point Tank Farm was down for maintenance. These maintenance events
were planned and were not related to the frozen pipeline.
* The Anna Excess Flare Logs for April and May
contained a calculation error. Revised reports will be sent to you. The
revised reports contain three events in April after GPl was place back in
service and three events in May. The April events were due to cleaning out
the gas line between Bruce Platform and Granite Point Tank Farm on April 23
-24, and 25, 1999. The events on May 7 and 17, 1999 were related to high
gas pipeline pressure due to liquids in the gas line between Anna and Bruce
Platforms. Unocal is currently in the engineering design phase of
evaluating the installation of a gas line pig launcher and receiver in order
to help clean liquids out of the line between Anna and Bruce Platforms.
This work is pending the ability to remove equipment from the riser to the
Bruce platform. The event on May 27, 1999 was due to scheduled annual.
maintenance on the gas compressor.

GP-1 frozen pipeline
Subject: GP-1 frozen pipeline

Wendy
Between January 25, 1999 and February 2, 1999 oil production averaged 3045
bbls per day during that nine day period. Gas was flowing through the GP-2
line during that time also.
The pipeline pigs were retrieved on April 28, 1999.
