UOC-95-221 PLATFORM BAKER CASINGHEAD GAS FLARING Dear Ms. Mahan: The purpose of this letter is to answer your questions concerning the flaring of casinghead gas as a result of compressor maintenance on platform Baker. In a manner consistent with the terms of Conservation Order No. 105-B, on September 18 platform Baker's main gas compressor was taken out of service for a scheduled rebuild. As this is the only means of compressing Baker's casinghead gas to pipeline pressure, the gas must be flared if oil reserves are to be conserved by avoiding reservoir damage due to shut in. The first measure taken to reduce the amount of gas flared during the rebuild was to reduce the duration of the job by planning the work. This was complicated by the facts that this piece of equipment is over twenty years old and no longer produced and that some parts can not be ordered until the compressor is torn down and inspected. .. An attempt to store gas by allowing pressure to build in the casing by tubing annulus was also made. This was unsuccessful, causing a drop in production, with the potential for wells to cease production. In order to reduce the volume of gas flared during the remainder of the work, we are proceeding in the most expeditious manner possible. We do understand that the AOGCC will now require advance notification of non- routine maintenance where gas other than purge and pilot volumes will be flared for periods exceeding 96 hours. We are developing a standard form to be used for that purpose. When a draft of the form is completed, it will be submitted for the AOGCC's review and approval. When we had completed the telephone conversation between yourself, myself, and Marty Hrachovy on October 5, I was unclear as to whether the AOGCC still required a meeting with a Unocal representative to discuss the Baker compressor maintenance and associated flaring.
