The vented gas has, util this point, been approved as operational flaring. The fugitive gas consists mainly of offgas from the oil storage tanks. The piping leads from the oil storage tanks to a Vapor Recovery Unit (VRU) that is not in service at this time. Because the gas pressure is too low to enter the main line, the gas is currently routed to the flare tip. Unocal plans on repairing the VRU and .installing an additional compressor during the summer of 1997. Unocal and the Commission both agree that the flared gas would be more accurately categorized as vented due to safety rather than operational purposes. Starting with the gas disposition report for February 1997, the gas in question will be reported as fugitive gas emmissions vented for safety purposes. We believe a more accurate description would be to report these volumes as routine venting. due to safety. Therefore, we suggest modifying the Monthly Excess Gas Flare Report. If you concur, we will submit revised reports to show this gas as "Vented Gas -due to Safety." Please let me know how you would like to see these volumes shown.
