The Granite Point Platform had excess emissions in January and February
1999.
On January 13th the voltage regulator on the AC generator malfunctioned.
This caused all wells to go down along with the gas lift compressor. As
reported on the excess flare log 733 MCF of gas was flared.
On January 14th the vapor recovery unit was down during repairs to the
generator from the previous days incident. The voltage regulator was
replaced. 194 MCF of gas was flared as wells were brought back on line and
sufficient gas support was established to run the vapor recovery unit.
>From February 3 to February 8 the On Shore Side Compressor (OSS} was down at
the Granite Point Tank Farm due to the frozen shipping lines and unusually
cold weather. As a result Granite Point Platform could not ship their gas.
The loading configuration was altered so that Granite Point Platform could
resume shipping. 2,381 MCF of gas was flared from Granite Point Platform
and 1,278 MCF was flared at the Granite Point Tank Farm.

Granite Point Platform & Granite Point Tank Farm
In your email of July 22, 1999 you requested information regarding the excess flare events at the Granite
Point Platform (GPP) on April 15-16, and 18-20. The email also requested information regarding events
at Granite Point Tank Farm (GPTF) on April 15 -18, 22 - 23, and 30, 1999. Since some of these events
are related to each other this response will address both facilities.
On April 15, 1999 an upset occurred on the Granite Point Platform when the Motor Control Center panel
which distributes electrical power failed. This resulted in a platform shutdown. Generator #2 and the
compressor were also shutdown. New cables and breakers were ordered from the beach and installed on
April 16, 1999. In order to maintain oil production during this time, Granite Point Platform purchased lift
gas from the high pressure CIGGS pipeline. Since the compressor was down the lift gas could not be
recompressed; therefore, gas was flared.
Under normal operating conditions the GPTF receives gas from Granite Point, the Anna and Bruce
Platforms. When the compressor is down on the Granite Point Platform gas cannot be transported to the
Granite Point Tank Farm (GPTF). At this same time the frozen GP-1 line resulted in the gas line being
used to ship oil to the GPTF which in turn prevented gas shipments to the GPTF from Bruce and Anna
Platforms. On April 15 and 16, 1999 the GPTF did not have sufficient gas support to run the Vapor
Recovery Unit, the compressor or the generator. The GPTF flared the residual gas it could not compress.
On April 17, 1999 the GP-1 line was still frozen and GPP was blowing down well 11-13. This resulted in
insufficient gas support to the compressor and Vapor Recovery Unit at the GPTF. Gas was not available
from the Bruce or Anna Platforms because the GP1 line was still frozen.
On April 18 to April 19, 1999 the wells on GPP continued to be unstable after the shutdown on April 16,
1999. After a shutdown it takes a few days for the wells to level out and produce sufficient amounts of
gas that can be compressed and shipped. During this time there was insufficient gas support coming
from GPP to run the vapor recovery unit at GPTF. Gas was still not available from Bruce or Anna
Platforms.

On April 20, 1999 an 8,000 hour scheduled inspection occurred on the GPP turbine compressor
On April 22 and 23, 1999 the excess flaring at GPTF was due to purging as part of the process of
returning the GP-2 line back to gas service.
The event on April 30, 1999 at the GPTF continued until May 3, 1999. During this time there was trouble
shooting on several components of the vapor recovery system. On May 3, 1999 the loading and
unloading valves were repaired and the system was returned to normal operating conditions.
