Chevron USA, Inc., operator of the Beluga River Gas Field, submitted an application dated March 2, 1977 for an exception to the acreage spacing requirements in order to drill the Beluga River Unit No. 214-35. 2. The operator wishes to bottom the referenced directional well in the SW 1/4 of Section 35, Township 13 North, Range 10 West, S.M. 3. The Sterling and Beluga River formations produce gas in the Beluga River Gas Field. They consist of nonmarine, interbedded, fine to medium grained sands, coals, siltstones and shales. Sand deposition is not uniform across the field. 4. Pools in the Beluga River Gas Field have not been defined. 5. Notice of the application was published in the Anchorage Daily News on March 12, 1977. There were no protests to the application. FINDING: Permeability barriers in the producing formations of the Beluga River Gas Field may result in some reservoir stringers not being adequately drained under present statewide spacing rules. CONCLUSION: The requested exception to Title 11, AAC 22.055 (a) (3), will not adversely affect correlative rights nor result in waste, and may result in increased ultimate recovery from the Beluga River Gas Field. NOW, THEREFORE, IT IS ORDERED THAT: 1. For your consideration and approval we submit, in triplicate, state of Alaska Oil & Gas Conservation Committee form "Permit to Drill or Deepen", and our check in the amount of $100. As shown on the attached plat, the proposed surface location of subject well lies within U.s. Oil and Gas Lease A-029656 and is 1210' North and 930" West from the Southeast Corner of Section 34, T. 13 N., R. 10 W., SM. and will be directionally drilled to a bottom hole location in State Lease ADL-17599 100' North and 1180' East of the Southeast Corner of said Section 34. Both the surface location and bottom hole location fall within the Beluga River Unit boundary. There are presently no wells drilling on lease ADL-17599 or within the governmental section containing the proposed bottom hole location. There is, however, BRU 212-35, which is a completed well producing in the Beluga sands. Pursuant to Oil and Gas Conservation Regulations and the applicable statutes of the State of Alaska, Chevron U.S.A. Inc., as Operator of the Beluga River Unit, hereby requests the Alaska Oil & Gas Conservation Committee to issue an order allowing exception to Title 11, Alaska Administrative Code, Section 22.050 and Section 22.055 to permit the drilling of subject well at the proposed location. Should some additional gravel be required, it will be obtained from the abandoned east-west airstrip runway. 2. ~istin~ Roads an4 Airstrip All roads ìn this, area from the Superior landing to the sóuth to the Ivan River 44-1 well to the north were built in the 1962-1965 era ~ Standard Oil COmpany of California as operator for the Bel.uga River' unit as well as during the course of other exploratory activity. The proposed 500' access road to the proposed BRU 214-35 location will be a spur road from one built during 1962 in support of the first exploratory well in the Beluga River Unit. The Beluga River Airstrip was construc::ted during the 1962-63 origina1 field development. It will also be used in support of our proposed, drilling operations at BRU 214~35. 3. Wa ter Supply A new water source well will be drilled at the location to support our drilling operations. 4.. prilling Rig We plan to negotiate with Brinkerhoff Drilling Company for the use of their rig currently located at BR 221-23. Access to Site and Method of Supply The site is remote and is not connected to the Anchorage a.rea by road., ~he only access is by one or more of the £ollowing: A.. BARGING TO THE SUPERIOR LANDING (STATE RESERVED AREA ADL-45327) .. ' .. ... . . ". f During most of the year, barging is possible from the Kenai or Anchorage area to the Superior Landing and thence by truck to the proposed well site. Use of this landing will definitely be required to drill the proposed well., ~st all of ~he materials and supplies required to drill this well will have to be barged to the Superior Landing .. B. , AIR TRANSPORT TO BELUGA AIRSTRIP The Beluga Airstrip can handle Hercules-type airplanes, . and we intend using this method to move freight and other items as can be justified economically, in addition to' ba.rging .. Since the rig uses diesel fuel, we will probably barge or fly in the fuel. Sufficient hard tankage is available to eliminate considera tion of "bladder" tanks.. The rig loca tion will be graded so that any fuel leakage will be conducted to the waste pit.,. Two 1000 barrel tanks are available for fuel storage on the BRU 244-4 location.. These tan.lcs are installed in a diked area which will contain any fuel spillage or leakage.. Primary fuel storage will be maintained in these tanks '" 6.., Per~onnel Support .. A camp ca.pable of housing and feeding 40 men is presently in.stalled_ in an area adja.cent Cities Service East Lewis River Road. This camp will be moved to an existing campsite adjacent to the BRU 214-35 location. This campsite has been used to support drilling o~rations conducted during 1974~75~ Approved sanitation facilities consisting of a septic tank and leach pit are available. An approved water well is also available; however, prior to use a sample will be taken and tested in the Health Department laoora tory. Personnel will be flown in and out on a scheduled basis of approximately 10 days working and 5 days off. Food and other supplies" will be flown in as requ~ed. Miscellaneous Related Drill;~g Items A. The waste pit will be located, constructed, and diked as necessary to, prevent the .possibility of any seepage to the surrounding terrain or drainages.. Upon cœ:¡pletion of drilling activities, the waste pit will be filled, leveled, fertilized, and reseeded with. natural grasses.. B. sanitary facilities at the rig location will be chemical toilets. These toilets will be emptied periodically and the material hauled and dumped into t..Ì1e camp septic tarik.. c. The profX)sed location is an abandoned gravel pit, and no cleaxing is required. OUr proposed drilling operations should not disturb this area.. 8. Other COnstruction on the site Well 214-35 is a development location, and commercial production should be encountered. This well is being drilled to aid in the determination ~f the field reserves and productive limits. The present plan is to complete the well with one producing string. It is anticipated that this well will be used to supplement the producing capacity reserve for our contractual requirements to Chugach Electric Association.. Surface producing facilities will be installed on the location upon completion of the well. They will be similar to the facilities installed at existing producers and will consist of dehycL-ration, heating and measurement equipment.. A line approximately 300' in length will conn'ect the well into the field gathering system which also runs through the same gravel pit.. 9. General Comments A.. No unnecessary surface digging will be allowed 0 In the past we have restored construction areas and taken measures similar to the rehabilitation methods used at Swanson River. In this case, if sufficient need exists after the proposed work is completed, we intend to fertilize and reseed as necessary with natural grasses.. Regrowth in the Beluga Area is rapid and does not appear from past experience to require much help except fertilizer.. B. SOlid wastes such as mud sacks, kitchen waste, etc., will be hauled to the central waste pit near the airstrip and buried, while other bard wastes such as drilling bits, etc., will be disposed of in the" waste pit when it is closed and covered after drilling is finished.
