August 24, 1984 IT APPEARING THAT: · Chevron U.S.A. Inc. operator of the Beluga River Unit, submitted an application, dated July 27, 1984 requesting an exception to 20 AAC 25.055(a)(3) to permit the drilling of three Beluga River Unit (BRU) wells numbered 224-23, 232-26, and 223-26. The referenced regulation permits only one gas well per governmental section and requires a minimum distance of 3000 feet between wells drilling to or producing from the same gas pool. · The BRU No. 224-23 will be the second well in Section 23, T13N, R10W, SM., the BRU No. 232-26 will be only about 1700 feet from the BRU No. 224-23 and the BRU 223-26 will be the second well in Section 26, T13N, R10W, SM. and will be only about 2550 feet from the BRU No. 232-26. · The exceptions are necessary to develop field deliverability rates sufficient to meet contractural sales demand. · Notice of the application was published in the Anchorage Times on August 10, 1984. 5. There were no protests to the application. FINDINGS: 1. The drilling of more than one well per governmental section in the Beluga River Gas Field and at a distance of less than 3000 feet apart will not decrease the ultimate recovery of gas. CONCLUSION: The requested exception will not create waste and the correlative rights of all owners are protected. NOW, THEREFORE, IT IS ORDERED THAT: Chevron U.S.A. Inc. is exempted from the requirements of 20 AAC 25.055 (a)(3) for the drilling, completing, and producing of the three Beluga River Unit wells numbered 224-23, 232-26, and 223-26. INC. for an exception to 20 AAC 25.055 to permit the drilling of three wells in the Beluga River Field. Notice is hereby given that Chevron U.S.A. Inc. has requested the Alaska Oil and Gas Conservation Commission to issue an order excepting the proposed Beluga River Unit (BRU) No. 224-23, the BRU No. 223-26, and the BRU No. 232-26 wells from the requirements of 20 AAC 25.055, which, among other things, permits only one gas well per governmental section and requires a minimum distance of 3000 feet between wells producing from the same gas pool. The exception is required to develop field deliverability rates sufficient to meet contractual sales demand. The exception will not create waste nor affect the correlative rights of owners in the Beluga River Gas Field. Parties who may be aggrieved if the order is issued granting the referenced request are allowed 10 days from the date of this publication in which to file a protest, in writing, stating in detail the nature of their aggrievement and their request for a hearing. The place of filing is the Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501. If such a protest is timely filed, a hearing on the matter will be held at the above address at 9:00 AM on August 27, 1980 at which time protestants and others may be heard. All the surface locations and bottom hole locations fall within the boundaries of the Beluga River Unit. Pursuant to the Alaska Oil and Gas Conservation Regulations and the applicable statutes of the State of Alaska, Chevron U.S.A. Inc., as Unit OperAtor, hereby requests the Alaska Oil and Gas Conservation Commission to issue an order allowing exception to Title 20, Alaska Administrative Code, Section 25.055 to permit the drilling of BRU 224-23, BRU 232-26, and BRU 223-26. BRU 232-9 does not require a spacing exception as it is the first well on Section 9 and is more than 3000' from the nearest well. The spacing exception is needed to efficiently drain the Beluga Pool and to develop sufficient deliverability to meet the new Shell Western E&P, Inc./Alaska Pipeline Company gas contract. BRU 224-23 will be the second well on Section 23 but will be + 4900' from the other well, BRU 221-23. BRU 232-26 will be the first well on Section 26. It will be + 1700' from BRU 224-23 but will be completed in different intevrals than BRU 224-23. BRU 224-23 will be completed in the upper three zones of the Beluga gas accumulation while BRU 232-26 will be completed in the lower six zones. Contingent well BRU 223-26 would be the second well on Section '26 and would be + 2550' from the other well, BRU 232-26. Again, however, these two wells would be c~mpleted in different intervals. BRU 223-26 will be completed in the upper three zones while BRU 232-26, as already noted, will be completed in the lower six zones. Chevron U.S.A. Inc., ARCO Alaska, Inc., and Shell Western E&P, Inc., each owns an undivided one-third (1/3) interest of the subject leases and are the sole owners of all leases on the sections directly and diagonally offsetting the sections to where the wells BRU 224-23, BRU 232-26, and BRU 223-26, are to be drilled. ARCO Alaska, Inc., and Shell Western E&P, Inc. were notified of this application with a certified copy of this letter. There are no other working interest owners or operators which would be affected by granting the spacing exception on the subject wells: BRU 224-23, BRU 232-26 and BRU 223-26. Pursuant to the Oil ang Gas Conservation Regulation Title 20, Section 25.035, Chevron U.S.A. Inc., hereby requests the Alaska Oil and Gas Conservation Commission to issue an order allowing a waiver of the surface hole diverter system based on Chevron's experience in drilling at Beluga River. Inc, as the Unit Operator, believes that the Permit To Drill Applications and the two exceptions that have been requested are necessary and desirable in order to efficiently drain the reservoir. The gas that the new wells will produce is needed to continue to meet our obligation to Chugach Electric Association, Inc., and to meet Shell's new commitment to Alaska Pipeline Company, a subsidiary of Enstar Natural Gas Company, which is building a 20" gas transmission line from Beluga River to Anchorage.
