IT APPEARING THAT:

ARCO Alaska, Inc. operator of the Beluga River Unit,
submitted an application, dated April 2, 1990 request-
ing an exception to 20 AAC 25.055 to permit the drill-
ing of the Beluga River Unit (BRU) well 214-26.

Notice of the application was published in the
Anchorage Daily News on April 6, 1990.
3. No protests to the application were received.
FINDINGS:
·
ARCO Alaska, Inc. proposes to drill the BRU 214-26 from
a surface location 295' from the west line, and 930'
from the south line of section 26, T13N, R10W, Seward
Meridian to a bottom hole location 1573' from the west
line and 1400' from the south line of section 26, T13N,
R10W, Seward Meridian.

An exception to 20 AAC 25. 055(a)(2) and (4) is neces-
sary.
3. Offset operator/owners have been notified.
·
Drilling the well on a nominal 320 acre spacing in the
Beluga River Gas Field will enhance recovery.
The drilling of a well closer than 1500 feet to a
drilling unit boundary in the Beluga River Unit and at
a distance of less than 3000 feet from an existing well
will not effect correlative rights.
CONCLUSIONS:
The requested exception will not create waste and the
correlative rights of all owners are protected.

NOW, THEREFORE, it is ordered that:
ARCO Alaska, Inc. is exempted from the requirements of
20 AAC 25.055(a)(2) and (4) for the drilling, completing, and
producing of the Beluga River Unit well numbered 214-26.
DONE at Anchorage, Alaska and dated May 1, 1990.

Re: The application of ARCO Alaska, Inc for exception to
20 A_AC 25.055 for Beluga River Unit 214-26.
ARCO Alaska, Inc by correspondence dated April 2, 1990, has
requested an exception to the provisions of 20 AAC 25.055. The
exception would allow drilling the Beluga River Unit 214-26 well
closer than 1500 feet from the boundary of a drilling unit and
closer than 3000 feet from a well capable of producing from the
same pool. The well will be directionally drilled from a
location 295'FWL, 930'FSL of Section 26, T13N, R10W, Seward
Meridian, to a bottomhole location 1573'FWL, 1400'FSL of
Section 26, T13N, R10W, Seward Meridian.
A person who may be harmed if the requested order is issued,
may file a written protest prior to 4:00 pm April 23, 1990 with
the Alaska Oil and Gas Conservation Commission, 3001 Porcupine
Drive, Anchorage, Alaska 99501, and request a hearing on the
matter. If the protest is timely filed, and raises a substantial
and material issue crucial to the Commission's determination, a
hearing on the matter will be held at the above address at
9:00 am May 7, 1990 in conformance with 20 AAC 25.540. If a
hearing is to be held, interested parties may confirm this by
calling the Commission's office, (907) 279-1433, after April 23,
1990. If no proper protest is filed, the Commission will
consider the issuance of the order without a hearing.

Dear Commissioner Chatterton:
ARCO Alaska Inc. ("ARCO") hereby applies for a Spacing Location Exception to
the provisions of 20 AAC 25.055 for the drilling of the Beluga River Unit No. 214-26 Well
(the "Well"), for which the proposed locations are:

Bottom Hole Location of 1573' FWL, 1400' FSL, Sec. 26, T 13 N, R 10 W, SM.
The owners and operators of all governmental quarter sections directly and
diagonally offsetting the proposed location of the Well, other than ARCO, are
described on Exhibit 1. The plat required by the regulation is attached as Exhibit 2.
The verification required by the regulation is attached as Exhibit 3. Copies of the
notifications to the owners and operator, as well as the required information with
respect to mailing are attached in the package designated as Exhibits 4.
ARCO's request, if approved, will permit the location and production of the
captioned well in the Sterling and Belgua formations to be within 1500' of the drillsite
section line, within 3000' of an existing well producing from said formation, and
within the same section as an existing well which produces from said formations.

states as follows:
1. My name is James R. Winegarner. I am over 19 years old and have
personal knowledge of the matters set forth herein.
2. I am a Landman for the well operator, ARCO Alaska, Inc. ("ARCO")
3. Pursuant to 20 AAC 25.055(b), ARCO, the well operator, prepared a
Notice of Request for an Exception to the Provision of 20 AAC 25.055. A copy of this
notice is attached hereto.
4. On April 2. 19~0 , pursuant to 20 AAC 25.055(b) ARCO sent a
true and correct copy of said notice by United States Registered Mail to the last
known address of each owner and operator described on Exhibit 1, which have an
interest in any governmental sections directly and diagonally offsetting the quarter
section of the proposed location of the oil well.
