IT APPEARING THAT:
1. ARCO Alaska, Inc. submitted an application dated April 14, 1998 requesting exception to the
well spacing provisions of 20 AAC 25.055(a)(4) to allow drilling the ARCO Beluga River
Unit 242-27 gas production well to a location within 1500 feet of a section line.
2. The Commission published notice of opportunity for public hearing in the Anchorage Daily
News on March 14, 1998 pursuant to 20 AAC 25.540.
3. No protests to the application were received.
FINDINGS:
1. The Beluga River Unit 242-27 gas production well will be drilled as a deviated hole with a
surface location 3343' from the north line (FNL) and 2027 from the east line (FEL) of Section
27, T13N, R10W, Seward Meridian (SM) and a proposed bottomhole location 1908' FNL and
3835' FEL of Section 26, T13N, R10W, SM.
2. Offset owners ARCO Beluga, Inc., Chevron USA Inc., Municipal Light and Power and the
State of Alaska have been duly notified.
3. An exception to the well spacing provisions of 20 AAC 25.055 (a)(4) is necessary to allow the
drilling of this well.
CONCLUSION:
Granting a spacing exception to allow drilling of the ARCO Beluga River Unit 242-27 gas
production well will not result in waste nor jeopardize correlative rights.

AS 31.OS.ORO provides that. within 20 days after receipt of written notice of the entry of an order, a person affected by it may file with
the Commission an application for rehearing. A request for rehearing must be received by 4:30 PM on the 23`d day following the date
of the order, or next working day if a holiday or weekend, to be timely filed. The Commission shall grant or refuse the application in
whole or in part within 10 days. The Commission can refuse an application by not acting on it within the 10-day period. An affected
person has 30 days from the date the Commission refuses the application or mails (or otherwise distributes) an order upou rehearing,
both being the final order of the Commission, to appeal the decision to Superior Court. Where a request for rehearing is denied by
nonaction of the Commission, the 30-day period for appeal to superior Court runs from the date on which the request is deemed denied
i.e., 10"' da after the a lication for rehearin was filed .

Re: Beluga River Unit 242-27 gas well.
ARCO Alaska, Inc. by letter dated March 5, 1998 has requested an
exception to the provisions of 20 AAC 25.055(a)(4) far the drilling of a gas
production well within the Beluga River Unit.
The exception would allow ARCO to drill the Beluga River Unit 242-27
gas production well to a bottom-hole location that is closer than 1500 feet from a
section line. The well will be drilled as a directional hole from a surface location
3343' from the north line (FNL) and 2027' from the east line (FEL) of Section 27,
T13N, R10W, Seward Meridian (SM) to a bottomhole location 1908' FNL and
3835' FEL of Section 26, T13N, R10W, SM.
A person who may be harmed if the requested order is issued may file a
written protest prior to 4:00 PM March 30, 1998 with the Alaska Oil and Gas
Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501,
and request a hearing on the matter. If the protest is timely filed and raises a
substantial and material issue crucial to the Commission's determination, a
hearing on the matter will be held at the above address at 9:00 am on April 15,
1998 in conformance with 20 AAC 25.540. If a hearing is to be held, interested
parties may confirm this by calling the Commission's office, (907) 279-1433 after
March 30, 1998. If no protest is filed, the Commission will consider the issuance
of the order without a hearing.

Dear Chairman Johnston:
ARCO Alaska, Inc. ("ARCO"), as operator of the Beluga River Unit, hereby applies
for an exception to the provisions of 20 AAC 25.055 for the drilling of the BRU
242-27 (the "Well"). The Well will be drilled as a directional hole from a surface
location of 3,343 FNL and 2,027' FEL of Section 27, T13N-R10W, to a bottomhole
location of 1,908' FNL and 3,835' FEL, Section 26, T13N-R10W. The Well will
encounter the top of the Sterling formation at a location of 1,492' FNL and 438'
FEL of Section 27, T13N-RlOW; the top of the Beluga D formation at a location of
1,436' FNL and 48' FEL of Section 27, T13N-R10W; the top of the Beluga F
formation at a location of 1,497' FNL and 4,806' FEL of Section 26, T13N-R10W;
and the top of the Beluga G formation at a location of 1,685' FNL and 4,409' FEL
of Section 26, T13N-R10W. The surface and bottomhole location of the Well are
on ADL-029657 which lease is owned from surface to 7,000 feet by ARCO Beluga,
Inc. (33.33%), Municipal Light & Power (33.3%) and Chevron (33.34%).
The attached Exhibit 1 shows the location of the Well and all other adjoining
governmental sections and wells located thereon. The completed wells on the
property are the BRU-241-34, BRU-224-34, BRU-212-25, BRU-232-26, BRU-214-
265, BRU-214-26, BRU-233-27, BRU-212-24, BRU-212-23, and BRU 224-23.
There are no other drilling wells on the property. The names and addresses of all
owners and operators of the governmental sections directly and diagonally offsetting
the Well are set forth in the attached Exhibit 2. Included in the attached Exhibit 3 is

the verification required by the referenced provisions, a copy of the notice sent to
the other owners listed in Exhibit 2, and the date such notice was mailed.
ARCO's request, if approved, will permit the location and production of the Well in
the Sterling and Beluga formations within 1500' of the drillsite section line, within
3,000' of an existing well producing from said formation, and within the same
section which produces from said formations.

knowledge of the matters set forth herein.
2. I am a Senior Landman for the well operator, ARCO Alaska, Inc.
("ARCO").
3. I am acquainted with the facts associated with the drilling of BRU 242-
27.
4. I have reviewed the application submitted for the exception to 20 AAC
25.055. To the best of my knowledge and belief all facts therein are true and accurate.
5. I have reviewed the plat attached as Exhibit "1"and it correctly portrays
pertinent and required data.
6. Pursuant to 20 AAC 25.055 (b), ARCO, the well operator, prepared a
Notice of Request for Exception to the Provision of 20 AAC 25.055. A copy of this
notice is attached hereto.
7. On March 2, 1998 pursuant to 20 AAC 25.055 (b), ARCO sent a copy
of said notice by certified mail to the last known address of all owners and operators of
governmental quarter sections directly and diagonally offsetting the governmental
section of the proposed location of ARCO's BRU 242-27. These names and addresses
are set forth on Exhibit 2 attached to ARCO's Request for Exception to Provisions of 20
AAC 25.055 March 2, 1998.
