In compliance with Rule 3, Conservation Order No. l98B, ARCO Alaska, Inc.,
operator of the Kuparuk River Unit, is hereby submitting the annual report on
the Kuparuk River Oil Pool. This report documents the required information
pertinent to the field development and enhanced recovery operations from
January through December 1998. The following is an outline of the information
provided:
a. A summary of the enhanced recovery project (Attachment 1).
b. Voidage balance, by month, of produced and injected fluids, including
low molecular weight hydrocarbons (Attachment 2, Attachment 3).
c. Analysis of reservoir pressure surveys taken in 1998 (Attachment 4).
d. A tabulation of both production (Attachment 5) and injection
(Attachment 6) logs and surveys analyzed during 1 998 from wells in
the Kuparuk permit area. Blue line and sepia copies have been
previously sent to your office, following the completion of the surveys.
e. Composition of enriched gas injected during 1998 as required by
Administrative Approval No. 198.3, and estimate of MMP,
Conservation Order 198B (Attachment 7).
f. Kuparuk LSEOR development plan (Attachment 8).

Summary of the Enhanced Recovery Project
ENHANCED RECOVERY
Miscible water-alternating-with-gas (MWAG) is the predominant EOR process at
Kuparuk. Immiscible WAG (IWAG) still has a role in Kuparuk reservoir
management. In 1998, Kuparuk injected an average of 246 MMSCFD of MI.
Kuparuk used an average of 14 MBPD indigenous NGLs and imported 28 MBPD
of NGLs from Prudhoe Bay to blend the MI. The incremental oil obtained from
the EOR process at Kuparuk averaged 26.6 MBPD in 1998.
MWAG
Small Scale EOR (SSEOR and SSEORX)
Drill Sites 1Y and 22 continue to be on MWAG as well as Drill Sites 1A and 2X
(SSEORX drill sites). To date, approximately half of the ultimate tertiary reserves
from these drill sites have been recovered. Pattern performance still
substantiates the high value of MWAG at the Kuparuk field.
Large Scale EOR (LSEOR)
LSEOR has expanded the miscible gas injection process utilizing offsite
enriching fluid (PBU NGL) blended with Kuparuk lean gas. The LSEOR project
installation and start up was completed in 1996. Kuparuk's average MI (miscible
injectant) injection rate increased from 65 MMSCFD to approximately 246
MMSCFD. The following drill sites at CPF-1 and CPF-2 are currently on MWAG:
2A, 2B, 2H, 2M, 2T, 2U, 2V, 2W, 2X, 22, 1A, 1Y, 1G, and 1R. MWAG injection
commenced at drill site 1 R in July 1998.
CPF-3 EOR
Expansion of the MWAG process to a CPF-3 drill site became operational in
December 1996. In 1998, an average of 12 MMSCFD of MI was injected into
Drill Site 3F.
EOR Expansions
A high pressure lean gas tie line installation between CPF-1 and CPF-2 was
installed in the summer of 1998 to supply additional gas to CPF-2. This
installation increased MI supply and added flexibility for lean gas chase logistics.
CPF-2 NGL pump capacity is planned to be increased by 12000 bpd in March of
1999 to enable the blending of an additional 40 MMSCFD of MI. The additional
MI will allow the MWAG process to be expanded to six eastern CPF-1 drill sites
in the 2000+ timeframe: Drill Sites 1 B, 1 E, 1 C, 1 D, 1 H, and 1 L. Another
expansion being evaluated is fuel gas stripping for CPF-3 to augment the MI
supply using NGLs that would otherwise be burned.
During 1998 an average of 39MMSCFD of IWAG gas was injected into the IWAG
drill sites of IF, 1Q, 2C, 2D, 30, and 3Q.

LSEOR Development Plan
LSEOR Project NGL utilization in 1998 averaged 28 MBPD of PBU NGL Imports
and 14 MBPD of Indigenous NGLs for an annual average of 246 MMSCFD of MI
production (-188 MMSCFD for LSEOR and -57 MMSCFD for SSEOR). This MI
is currently injected into 11 of the 18 drillsites including 3F, the CPF3 Expansion,
sanctioned under the LSEOR project. MI injection into the Tarn Field is slated for
Dec98 at -5OMMSCFD. This leaves 7 drillsites sanctioned under the LSEOR
project that have yet to receive MI.
Future plans for NGL utilization include an NGL pump upgrade, installed in
March of 1999, which should increase MI production by 40 MMSCFD. The NGL
pump upgrade will increase the amount of PBU NGL Imports of up to 36 MBPD,
the annual average for 1999. This increase in MI production will allow MI
injection in the Tarn Field, and the other Kuparuk drillsites sanctioned under the
LSEOR project (potentially by 1999 year end). The increase in MI prod will allow
expansion to six Eastern CPF-1 drillsites in the year 2000+ timeframe: 1 B, 1 E,
1 C, 1 D, 1 H, and 1 L. Tarn MI will increase to -70MMSCFD after the NGL pump
upgrade.
