OF ENVIRONMENTAL CONSERVATION DIVISION OF SPILL PREVENTION AND RESPONSE Industw Preparedness and Pipeline Program February 14, 1996 File No.' 300.15.202 Mr. Steven D. Taylor BP Exploration (Alaska) Inc. P.O. Box 196612 Anchorage, AK 99519-6612 Re', 555 Cordova St. Anchorage, AK 99501 Phone (907)-269-7679 Fax (907)-269-7649 Approval for Closure- Inactive Drilling Waste Site W~silla State No. 1 Dear Mr. Taylor: The Alaska Department of Environmental Conservation (ADEC) has received correspondence requesting closure of the BP Exploration (Alaska) Inc. (BPX) Wasilla State No. 1 disposal facility from Mr. Dave Lowe, dated November 21, 1995. Surface evaluations were performed at the site, and the facility was inspected by ADEC personnel on August 22, 1995. This correspondence describes our review procedures, puts forward the Department's f'mdings, and takes action upon Uhe closure request. The Wasilla State No. 1 facility was evaluated in accordance with the ADEC Interim Site Assessment Guidance for. Inactive Drilling Waste Sites, June 1991. The new Alaska Solid Waste Regulations, 18 AAC 60, became effective January 28, 1996 and contains a chapter on Inactive Reserve Pit closures (18 AAC 60.440). The closure criteria in the new regulations parallel the closure criteria in the 1991 Guidance Document, and the review procedures require a discussion of the risk screening assessment as required in the 1991 document. Briefly, the significance of risk to local receptors is evaluated through study of contaminant release, exposure criteria, and consequence criteria. SITE CONSIDERED FOR CLOSURE Based upon field criteria from the June, 1991 INTERIM SITE ASSESSMENT GUIDANCE FOR INACTIVE DRILLING WASTE SITES, and closure criteria specified in Alaska Solid Waste Regulations 18 AAC 60.440, the location listed below has been reviewed for closure: Wasilla State No. 1 ;4fi("" Mr. Steven D. Taylor February 14, 1996 2) New Information: Should additional information concerning environmental conditions at the facility make further actions necessary to protect human health or the environment, the Department reserves the right to require additional investigation, assessment, monitoring, or remediation at the facility. If you have any further questions, please feel free to contact Jim Chatham at 269-7679 of this office. Sincerely, Tom Chapple Program Manager TC/jrc CC.'
